As a result of a motion submitted by the Prosecutor’s Office Lori region, the lease agreement concluded in material violation of the law was terminated, and the 4 ha land plot with a cadastral value of AMD 2,710,000 was returned to the possession of the community.

Within the framework of criminal proceedings examined by the Anti-Corruption Committee, it had been established that S.A., having held the position of Head of Pushkino community of Lori region from 1993 to 2017, personally participated in and was declared the winner of the tender held on 26 June 2007 for leasing, for a period of 25 years, 4 ha of arable land owned by the community.

At the same time, S.A. was the organiser of the tender and the Chair of the Tender Commission, under which circumstances his participation in the tender was contrary to the prohibition established by the Law “On Public Auctions”.

Within the framework of the criminal proceedings, on 14 July 2026, a decision was hold not to initiate criminal prosecution against S.A. on the grounds that the limitation period for criminal prosecution had expired.

At the same time, the materials of the criminal proceedings were received by the Prosecutor’s Office of Lori region for the purpose of considering the issue of taking appropriate measures for the protection of state interests.

As a result of the examination, taking into account that the person holding the position of Head of Pushkino community had been declared the winner of the tender for leasing the land plot in material violation of the law, the Prosecutor’s Office Lori region submitted a representation to the Head of Gyulagarak community regarding the termination of the lease agreement.

On the basis of the representation, the lease agreement was terminated.

As a result of the state registration carried out by the Cadastre Committee on 11 September 2026, the 4 ha land plot with a cadastral value of AMD 2,710,000 was returned to the possession of Gyulagarak Community.
