The Prosecutor’s Office of Tavush region, within the scope of its authority to bring claims for the protection of state interests, examined the lawfulness of the alienation of the former kindergarten building located at 21, 2nd street, Voskevan community.

The examination established that, with the intention of taking possession of the kindergarten building located at 21, 2nd street, Voskevan community, Tavush region, the director of a limited liability company submitted false information to the competent officials of the community in 2014 regarding the establishment of a beer production facility on the premises of the said kindergarten building by the limited liability company. According to the false information, the limited liability company was to make an investment of EUR 300,000 during the first year, while the production facility was to operate for at least 10 years, until 2024.

On the basis of the aforementioned investment programme, by decisions of the Council of Elders and the Head of Voskevan community dated 1 October 2014, the kindergarten building was transferred to the limited liability company by way of donation. However, the conditions specified in the decisions were not fulfilled, and the kindergarten building was fraudulently misappropriated.

On 28 August 2026, the Prosecutor’s Office of Tavush region filed a claim with the Anti-Corruption Court against the limited liability company, demanding to revoke the donation of the kindergarten building located at 21, 2nd street, Voskevan community, Tavush region, and to apply the legal consequences arising therefrom.

By the decision of the Anti-Corruption Court dated 8 September 2026, the statement of claim was admitted for examination and an interim measure was applied, prohibiting the limited liability company from taking any action that would result in a change in the factual or legal status of the property, including alienating or mortgaging the property in any manner.
