October 12, 2026
Within the framework of its powers to bring claims for the protection of state (community) interests, the Prosecutor’s Office of Lori region, based on a letter from the Head of Lori region, commenced on 16 December 2025 an examination of the documents concerning the allocation of land plots located in Hrant Matevosyan Park in the Vanadzor community to various persons.
The examination established that the land plots of Hrant Matevosyan Park in the Vanadzor community had been granted to 22 individuals and legal entities under 25 contracts concluded in the early 2000s, conferring rights of lease, development or gratuitous use. The study established that the 22 entities leasing and actually possessing the areas of Hrant Matevosyan Park in Vanadzor were using them in violation of the terms of the contracts and for purposes other than those intended. As a result, the park fell into an unmaintained condition.
It should be recalled that during her working visit to Lori region, on 19 August 2026, Prosecutor General of the Republic of Armenia Anna Vardapetyan also visited Hrant Matevosyan Park and gave a number of instructions to the Prosecutor of the region.
As a result of the examinations conducted by the Prosecutor’s Office of Lori region, on 26 January 2026, a motion was addressed to the Acting Head of the Vanadzor community for the purpose of terminating 26 contracts for the lease, gratuitous use and development of land plots concluded with 22 individuals and legal entities.
As a result of the motion, on 12 October 2026, the lease right of an individual in respect of one more land plot located in the park, at the address of Lusankarchatun, with an area of 44.39 sq. m and a cadastral value approximating its market value of AMD 651,000, was terminated. The land plot and the building located thereon, with a cadastral value approximating its market value of AMD 4,925,000, were returned to the possession of the Vanadzor community.
To date, as a result of prosecutorial intervention, the Vanadzor community has terminated lease and gratuitous use contracts in respect of a total of 20 land plots with a total area of 12,935.3 sq. m, 16 of which, covering an area of 4,662.84 sq. m, have been registered in the cadastre. Work towards terminating the remaining contracts is ongoing.
