Prosecutor’s Office of Aragatsotn Region files claims to the court seeking the return of plots of land with over 16 ha area to the community

Within the scope of its authority to initiate claims for the protection of state interests, the Prosecutor’s Office of Aragatsotn Region examined the legality of the alienation of five plots of land with a total area of over 16 hectares. On the ground of the violations identified, five claims were filed with the competent court.
The examination established the following:
- According to Protocol No. 22 dated October 23, 2020, a 0.4-hectare plot of land located in Aparan town, Aragatsotn Region, was alienated through an auction sale, pursuant to a decision of the Head of the community, to a private individual as agricultural land, although the land was not subject to alienation.
On July 29, 2026, the Prosecutor’s Office filed a claim to the Anti-Corruption Court, seeking to invalidate the real estate auction and sale agreement concluded on October 29, 2020, between the Head of Aparan Community and the private individual and, as a consequence, to invalidate the state registration of ownership rights made in the name of the private individual on November 3, 2020.
The claim was admitted for consideration by the court on August 13, 2026, and a measure securing the claim was applied.
- According to Protocol No. 26 dated October 23, 2020, a 1.3724-hectare plot of land located in the Quchak settlement of Aparan Community, Aragatsotn Region, was alienated through an auction-sale, pursuant to a decision of the community head, to a private individual as agricultural land, although the land was not subject to alienation.
On July 29, 2026, the Prosecutor’s Office filed a claim to the Anti-Corruption Court, seeking to invalidate the real estate auction-sale agreement concluded on October 29, 2020, between the Head of Aparan Community and the private individual and, as a consequence, to invalidate the state registration of ownership rights made in the name of the private individual on November 3, 2020.
The claim was admitted for consideration by the court on August 13, 2026, and measures were applied.
- According to Protocol No. 25 dated October 23, 2020, a 13.6674-hectare plot of land located in the Quchak settlement of Aparan Community, Aragatsotn Region, was alienated through an auction sale, pursuant to a decision of the community head, to a private individual as agricultural land, although the land was not subject to alienation.
On July 29, 2026, the Prosecutor’s Office filed a claim to the Anti-Corruption Court, seeking to invalidate the real estate auction-sale agreement concluded on October 29, 2020, between the Head of Aparan Community and the private individual and, as a consequence, to invalidate the state registration of ownership rights made in the name of the private individual on November 3, 2020.

- By Decision No. 42-A of the Council of Elders of Aparan Urban Community dated August 30, 2017, among other matters, the alienation through an auction sale of a 0.0016-hectare plot of land owned by Aparan Urban Community and located at 44/12 Marshal Baghramyan Street was authorized. On October 2, 2017, the son of the Head of Aparan Community was declared the winner of the auction. On the same day, G. A., the auction organizer and Head of the Community, concluded a real estate sale and purchase agreement with his son, who had been declared the auction winner.
On August 19, 2026, the Prosecutor’s Office filed a claim with the Anti-Corruption Court, seeking to invalidate the auction held on October 2, 2017 and, as a consequence, to invalidate the sale and purchase agreement dated October 9, 2017 and the state registration of ownership rights made in the name of the son of the Head of the Community.
The claim was admitted for consideration by the court on August 25, 2026, and a measure to secure the claim has been applied.
- By Decision No. 20-N of the Council of Elders of Aparan Urban Community dated April 22, 2016, among others, the alienation through an auction sale of a 0.4786-hectare plot of land owned by Aparan Urban Community was authorized. On October 2, 2017, the son of the Head of Aparan Community was declared the winner of the auction. On the same day, G.A., the auction organizer and Head of the Community, concluded a real estate sale and purchase agreement with his son, who had been declared the auction winner.
On August 19, 2026, the Prosecutor’s Office filed a claim to the Anti-Corruption Court, seeking to invalidate the auction held on October 2, 2017 and, as a consequence, to invalidate the sale and purchase agreement dated October 10, 2017 and the state registration of ownership rights made in the name of the son of the Head of the Community.
The claim was admitted for consideration by the court on September 2, 2026, and an measure to secure the claim has been applied.
