Within the scope of its authority to file claims for the protection of state (community) interests, the Lori Prosecutor’s Office of Lori Region, based on a letter from the Governor of Lori Region, began on December 16, 2025, examining the documents concerning the allocation of land plots located in Hrant Matevosyan Park in Vanadzor to various individuals and entities.

The examination established that the land plots of Hrant Matevosyan Park in Vanadzor had been transferred, under 25 agreements concluded in the early 2000s, to 22 individuals and legal entities under lease, development, or gratuitous-use rights.

The examination further established that the areas of Hrant Matevosyan Park leased and actually possessed by 22 entities were being used in violation of the terms of the agreements and for purposes other than those intended. As a result, the park had fallen into an unmaintained condition.

It should be recalled that during a working visit to Lori Region, Prosecutor General of the Republic of Armenia Anna Vardapetyan also visited Hrant Matevosyan Park on August 19, 2026, and issued a number of instructions to the Prosecutor of the Region.

Following the examinations conducted by the Prosecutor’s Office of Lori Region, on January 26, 2026, a motion was submitted to the acting head of the Vanadzor Community with the aim of terminating the lease, gratuitous-use, and development agreements concluded with 22 individuals and legal entities concerning 26 land plots.

As a result of the motion, on September 15, 2026, the lease right of private individuals over another land plot located within the park, at the address 25/1M-1 K. Demirchyan Street, was terminated. The plot has an area of 526 square meters and a cadastral value approximating its market value of AMD 5.530.000. The land plot was returned to the possession of the Vanadzor Community.

To date, as a result of prosecutorial intervention, Vanadzor Community has terminated lease and gratuitous-use agreements concerning a total of 20 land plots with a combined area of 12.935.3 square meters out of these, 15 plots, with a total area of 4.618.45 square meters, have been registered in the cadastral system.

Actions are taken for termination of the remaining agreements.
