Since December 2025 in the result of the execution of the petitions of the Prosecutor's Office, 162 illegally constructed buildings and structures, both basic and non-basic, have been dismantled (demolished) on 60 land plots below the absolute mark on the shores of Lake Sevan, and 2 contracts have been terminated by "Sevan National Park" SNCO.

It is worth mentioning that the Prosecutor's Office announced on December 11, 2025 that the dismantling of illegally constructed buildings and structures on land plots below the absolute mark on the shores of Lake Sevan had begun. The Prosecutor's Office also reported that the demolition of illegal structures will continue in 2026.

Based on the prosecutor's petitions, the following were dismantled, among others:

·         The fences and ramp located below the absolute mark of the private house actually belonging to the former Minister of Defense of the Republic of Armenia Seyran Ohanyan (the Prosecutor's Office filed a lawsuit in regard with the private house with the competent court),

·         The private house actually belonging to the son of the former Speaker of the National Assembly of the Republic of Armenia Samvel Nikoyan,

·         The cottage illegally built by the brother of the former Minister of Education and Science of the Republic of Armenia, Armen Ashotyan on a plot of land below the absolute mark,

·         The cottage illegally built by the son of the former Governor of Gegharkunik, Rafik Grigoryan, Karen Grigoryan /father’s name: Rafik/,

·         The fence, concrete retaining walls, ramp and other structures located below the absolute mark of the private house in Sevan illegally built by the former Chief of the Police of the Republic of Armenia Vladimir Gasparyan (the Prosecutor's Office, in a lawsuit for the confiscation of property of illegal origin, among other things, etc., demands to confiscate this private house from Vladimir Gasparyan and his associates).

It should be recalled that in addition to the above-mentioned petitions, the Prosecutor's Office has filed lawsuits with the court, which, inter alia, concern:

·         The illegally built Sevan mansion by former Chief of Police Vladimir Gasparyan (address 97, 1st Street, Drakhtik community, Gegharkunik region),

·         The administrative complex of "Harsnaqar" hotel (address 50, Yerevan Highway, Sevan city), the cottages of "Harsnaqar" hotel (address 48/6, Yerevan Highway, Sevan city),

·         The illegally built Sevan mansion by former President of the Football Federation of Armenia, former Deputy of the National Assembly of the Republic of Armenia Ruben Hayrapetyan (address 38, 3rd Street, Recreation Zone, Sevan city),

·         The illegally built Sevan mansion by former Minister of Defense of the Republic of Armenia Seyran Ohanyan (address 71, 1st Street, Drakhtik community, Gegharkunik Region),

·         The illegally built Sevan mansion by the Chairman of the Board of Directors of "Kapavor" LLC Arman Hakobjanyan (address 88, 1st Street, Drakhtik community, Gegharkunik Region):

As a result of the investigations carried out by the Department of State Interests Protection of the Prosecutor General's Office and the Prosecutor's Office of Gegharkunik Region within the framework of the authority to initiate a lawsuit for the protection of state interests, reports on the crime were sent to investigation bodies, and criminal proceedings were initiated.

The Prosecutor's Office also informed on May 12, 2026 that the Department for the Protection of State Interests of the Prosecutor General's Office sent petitions to the Director of the "Sevan" National Park" SNCO (hereinafter referred to as the SNCO) and the Secretary General of the Ministry of Environment on taking measures to terminate the lease agreements for the coastal land plots of Lake Sevan signed between the SNCO and Nazik Amiryan on December 26, 2007, as well as between the SNCO and Varsham Gharibyan on August 2, 2005 and January 19, 2006.

In response to the citizens' concern, "Why are you dismantling the building if it can be given to socially vulnerable families?", we would like to inform you that the areas below the 1905.0 meter absolute mark of Lake Sevan are subject to flooding and coastal protection zones. The Government's Resolution 1563-N of December 18, 2008, stipulates that the areas subject to flooding and in the result of the rise in the level of Lake Sevan, as defined by the legislation of the Republic of Armenia, include the areas from the water line of the lake of the "Sevan" National Park to the 1905.0 meter absolute mark.

Thus, the proposals to "transfer" the dismantled structures to another purpose have no legal basis, since:

·         They are at risk of flooding and may appear under water,

·         No property rights can be registered over them; is prohibited by the legislation of the Republic of Armenia,

·         Their existence damages the ecosystem of Lake Sevan, the purity of the lake and the quality of its water.
