The Prosecutor's Office has found a number of violations in the process of acquiring the sanatorium of the "Araratcement" company. A lawsuit has been filed with the court

The Prosecutor's Office has also found a number of violations in the process of acquiring the "Golden Key" sanatorium, which is owned by the "Araratcement" company.

 

In particular, by the decision of the Head of the Government of January 9, 2003 allowed the Minister of State Property Management of the Republic of Armenia to alienate "Golden Key" prophylactic (sanatorium) located at Shahumyan 5, Ararat city, worth of AMD 44 million 390 thousand, through a tender, setting the minimum price AMD 6 million 500 thousand.

 

The winner of the announced tender was "Araratcement" CJSC. Under the contract signed on August 15, 2003, the company undertook to make an investment of 30 thousand US dollars within two years from the moment of signing the contract, as well as to create 30 jobs during the same period.

 

Later the company submitted false documents stating that it had allegedly fulfilled the above-mentioned obligations.

 

After that, the Head of the State Property Management Department under the Government of the Republic of Armenia did not check the fulfillment of the obligations stipulated by the contract, and considered them fulfilled, as a result of which the Republic of Armenia suffered property damage of AMD 44 million 390 thousand.

 

On June 10, 2004 the authorized official of the RA Cadastre Committee, based on the registration according to irrelevant decisions, registered the ownership right of "Araratcement" CJSC to the building and buildings of the sanatorium with an area of ​​​​1468.70 square meters, and the lease right to the land plot with an area of ​​​​3.165 hectares.

 

On June 15, 2026, the prosecutor, having found the elements of a prima facie crime within the framework of exercising his powers to protect state interests, submitted a report on the crime to the Anti-Corruption Committee.

 

At the same time, based on the violations discovered in the alienation process, the Prosecutor's Office filed a lawsuit with the Administrative Court to declare null and void the state registration of the property right to the Golden Key sanatorium in Ararat city in the name of Araratcement CJSC.

 

It should be recalled that the Prosecutor General's Office also discovered a number of violations in the privatization of Araratcement CJSC and the acquisition of land plots by Araratcement CJSC.

 

On May 5, 2026, the Prosecutor General's Office addressed a letter to the Government of the Republic of Armenia, proposing to discuss the violations in the company and the appropriateness of implementing proper administration in order to eliminate their consequences, including, for example, the advisability of appointing a temporary administrator in the company.

 

The studies of the Prosecutor's Office are underway to clarify the legality of the acquisition of other properties owned by Araratcement CJSC.
