The prosecutor has submitted to the Anti-Corruption Court, along with the approved indictment, the files of the criminal proceedings concerning S.Sh., the Head of Shoghakat community in Gegharkunik region and A.H., the Chairman of the Board of Directors of “Kapavor” LLC and a developer.

 

The criminal proceedings established that A.H., with the intention of constructing a private recreational area at addresses 88/3-4, 88/2, and 88, 1st Street, Drakhtik settlement, Shoghakat community, Gegharkunik region, carried out construction works without the required permits and documentation.

 

In addition, A.H. aided S.Sh., the Head of Shoghakat community, in abusing official powers and committing official forgeryz and on June 4, 2021, used a forged document.

 

S.Sh., the Head of Shoghakat community in Gegharkunik region, with the assistance of A.H., abused his official powers on March 5, 2021.

 

S.Sh.’s conduct was manifested as follows:

 

• During the construction of a private recreational area within a specially protected natural area and in the absence of a construction permit, despite being authorized to prevent and halt unauthorized construction and to ensure the elimination of its consequences, he intentionally failed to perform his official duties.
• He failed to take measures to prevent and stop the unauthorized occupation of the land plot and the unauthorized construction of buildings and structures, as well as to impose the administrative sanctions prescribed by law against A.H., who was carrying out the unauthorized construction.

 

S.Sh. has also been charged with committing official forgery.

 

It should be recalled that among the claims filed by the Prosecutor’s Office in protection of state interests concerning mansions built in the coastal areas of Lake Sevan is the claim regarding this mansion on the shore of Lake Sevan, which was allegedly constructed unlawfully by A.H., the Chairman of the Board of Directors of “Kapavor” LLC.
