“AraratCement” transferred to the management and administration of the Republic of Armenia: Prosecutor General’s Office motion granted

Within the framework of the proceedings regarding confiscation of illicit property, and based on a motion filed by the Prosecutor General’s Office, AraratCement CJSC has been transferred to the management and administration of the Republic of Armenia by a decision of the Anti-Corruption Court.

It should be recalled that on October 9, 2023, the Prosecutor General’s Office filed a claim with the Anti-Corruption Court against Gagik Tsarukyan and persons affiliated with him, demanding the confiscation of assets of illicit origin.

Among other assets, the claim demands the confiscation of the shares of AraratCement CJSC, as assets of illicit origin, in favor of the Republic of Armenia.

Within the framework of the proceedings of illicit asset confistacion, on July 13, 2026, the Prosecutor General’s Office filed a motion with the Anti-Corruption Court requesting the application of an interim measure to secure the claim by transferring the management and administration of the shares of AraratCement CJSC to the Republic of Armenia.

By its decision of July 15, 2026, the Court granted the motion. Accordingly, the management and administration of the shares of AraratCement CJSC have been transferred to the Republic of Armenia.

In addition, the statement of claim demands the confiscation of the following property from Gagik Tsarukyan:

  • 75 real estate properties and the market value of 10 additional real estate properties, 57 of which are located in Yerevan;
  • 42 vehicles;
  • participating interests in 38 legal entities, including Multi Group Concern LLC, Multi Avtotrans LLC, Onira Club LLC, and other legal entities;
  • AMD 105,865,865,000, comprising the remaining proceeds of illicit income and related expenditures, as well as outstanding loans, assigned rights of claim, and the market value of five vehicles.
