201 buildings and structures were dismantled on 68 land plots below the absolute mark of Lake Sevan. Based on the position of Prosecutor's Office, the dismantling of illegal structures will continue after the end of the beach season

As a result of the execution of the petitions of the Prosecutor's Office from December 2025 to July 1, 2026, 201 illegally constructed buildings and structures, both main and non-main, were dismantled (demolished) on 68 land plots below the absolute mark of Lake Sevan, and 2 contracts were terminated  by "Sevan National Park" SNCO. The dismantling works will continue after the end of the beach season.

It is worth mentioning that the Prosecutor's Office announced on December 11, 2025, that the dismantling of illegally constructed buildings and structures on land plots below the absolute mark in the coastal areas of Lake Sevan had begun. The Prosecutor's Office also reported that the demolition of illegal structures would continue in 2026.

On the ground of the prosecutor's petitions, the following were dismantled, among others:

·         The fences and ramp located below the absolute mark of the private house actually belonging to Seyran Ohanyan, the former Minister of Defense of the Republic of Armenia (The Prosecutor's Office has filed a lawsuit regarding the private house with the competent court),

·         The private house illegally built by Samvel Nikoyan’s (the former President of the National Assembly of the Republic of Armenia) son,

·         The cottage illegally built by Armen Ashotyan’s (the former Minister of Education and Science of the Republic of Armenia) brother,

·         The cottage illegally built by Karen Grigoryan’s (the former Governor of Gegharkunik) son,

·         The fence, concrete retaining walls, ramp and other structures located below the absolute mark of the private house in Sevan, illegally built by Vladimir Gasparyan (the former Chief of the Police of the Republic of Armenia). (The Prosecutor's Office, among others, demands Vladimir Gasparyan and his associates to seize this mansion).

It is worth mentioning that in addition to the above-mentioned petitions, the Prosecutor's Office has filed lawsuits with the court, which, among others, are related to:

·         The mansion in Sevan illegally built by Vladimir Gasparyan, the former Chief of Police (address 97, 1st Street, Drakhtik community, Gegharkunik Region),

·         The administrative complex of the "Harsnaqar" hotel (address 50, Yerevan Highway, Sevan town), the cottages of the "Harsnaqar" hotel (address 48/6, Yerevan Highway, Sevan town),

·         The mansion in Sevan illegally built by Ruben Hayrapetyan, the former President of the Football Federation of Armenia, former Deputy of the National Assembly of the Republic of Armenia (address 38, 3rd Street, Recreation Zone, Sevan town),

·         The mansion in Sevan illegally built by the former Minister of Defense of the Republic of Armenia Seyran Ohanyan (address 71, 1st Street, Drakhtik community, Gegharkunik Region),

·         The mansion in Sevan illegally built by Arman Hakobjanyan, the Chairman of the Board of Directors of "Kapavor" LLC (address 1st Street, Drakhtik community, Gegharkunik Region 88 address).

As a result of the investigations carried out by the Department of State Interests Protection of the Prosecutor General's Office and the Prosecutor's Office of Gegharkunik Region within the framework of the authority to initiate a lawsuit for the protection of state interests, reports on the crime were sent to preliminary investigation bodies, and criminal proceedings were initiated.

The Prosecutor's Office also reported on May 12, July 6, and 7, 2026 that the Department of State Interests Protection of the Prosecutor General's Office sent petitions to the Director of the "Sevan" National Park" SNCO (hereinafter referred to as the SNCO) and the Secretary General of the Ministry of Environment to take measures to terminate the lease or development rights of the coastal land plots of Lake Sevan signed between the SNCO and Nazik Amiryan, between the SNCO and Varsham Gharibyan, between the SNCO and Arayik Hayrapetyan, between the SNCO and "Rafik and Gor Gasparyans" LLC, between the SNCO and "Sedrakyan Husik and Friends" LLC, and between the SNCO and Khosrov Avetisyan.

In response to the citizens' concern, "Why are you dismantling the building if it can be given to socially vulnerable families?", we would like to inform you that the areas below the 1905.0 meter absolute mark of Lake Sevan are subject to flooding and coastal protection zones. The Government's Resolution No. 1563-N of December 18, 2008, stipulates that the areas subject to flooding and flooding as a result of the rise in the level of Lake Sevan, as defined by the legislation of the Republic of Armenia, include the areas from the water line of  Sevan National Park to the 1905.0 meter absolute mark.

Thus, the proposals to "transfer to another purpose " the dismantled structures have no legal basis, since:

·         They are at risk of flooding and may appear under water,

·         No ownership rights can be registered over them; They are prohibiden by RA legislation,

·         Their existence damages the ecosystem of the Lake Sevan, the purity of the lake and the quality of the water.
