October 27, 2026
As a result of an examination conducted within the framework of its powers to file claims for the protection of state (community) interests, on 19 October 2026, the Prosecutor’s Office of Tavush region filed a claim with the Anti-Corruption Court against the “Achajur Football Club” NGO and a private individual, demanding to declare invalid the donation agreement concerning the 354.2 sq. m gymnasium located within the administrative building of Achajur Community Municipality, to apply the consequences of invalidity, and to recover the property from another person’s unlawful possession.
By the decision of the Anti-Corruption Court dated 20 October 2026, the claim was admitted for proceedings and an interim measure was applied, prohibiting the alienation or mortgaging of the said property by any means.
As a result of the examination conducted for the protection of state interests, it was established that H.G., who served as Head of Achajur Community from 2000 to 2005 and, at the same time, was President of the “Achajur Football Club” NGO, acting out of personal interest and in violation of the requirements established by a decision of the Council of Elders of Achajur Community, transferred, by way of gratuitous alienation, the 354.24 sq. m community-owned gymnasium located at 4/11 Hraparak street, Achajur Community, to the non-governmental organisation founded and headed by him in December 2005. Subsequently, with the aim of concealing and disguising the criminal origin of the immovable property acquired by him through criminal means, he alienated to a third party, in 2018 and 2020, immovable properties with areas of 156.9 sq. m and 160.7 sq. m respectively, which had been separated from the same property.
Based on the report of a crime submitted by the Prosecutor’s Office of Tavush region, criminal proceedings were initiated by the Anti-Corruption Committee under the elements of part 1 of Article 441 of the Criminal Code (use by an official of official powers or the influence arising therefrom to the detriment of state or service interests) and part 1 of Article 296 (money laundering).
