On 31 October 2026, Prosecutor General of the Republic of Armenia Anna Vardapetyan paid a working visit to the Sisian community of Syunik region.

Accompanied by Masis Poghosyan, Prosecutor of Syunik region and Hovsep Arakelyan, Head of Sisian community, Anna Vardapetyan visited the “May 28”, “Hydro Builders” and Karen Demirchyan (“Yerevanyan”) parks in Sisian community and reviewed the works carried out and currently underway to protect the community’s interests in respect of the park areas.

At the “May 28” park, Prosecutor of Syunik region Masis Poghosyan informed the Prosecutor General that, following an examination conducted by the Prosecutor’s Office of Syunik region within the scope of its powers to protect State (community) interests, violations had been identified. On the basis of a motion submitted by the prosecutor in connection with those violations, 13 land plots located within the park, with a total area of 6,411.48 sq. m, had already been returned to the community’s possession. Works to return further five land plots to the community are ongoing.

As part of her visit, Anna Vardapetyan also visited the “Hydro Builders” park, which was returned in its entirety to Sisian Community as a result of prosecutorial intervention. In particular, an examination conducted by the Prosecutor’s Office of Syunik region had established that, on 16 September 2003, the entire area of the park, measuring 10,000 sq. m, had been leased to an individual for a term of 50 years. As a result of measures taken by the competent bodies of the Community Municipality on the basis of the prosecutor’s motion, the individual’s leasehold right over the park was terminated at the Cadastre Committee on 30 September 2026. The entire park, with an estimated cadastral value close to its market value of approximately AMD 30 million, was returned to Sisian community.

Anna Vardapetyan then visited the Karen Demirchyan (“Yerevanyan”) park, where work to return the land plots located within its area to the community is currently underway.

The Prosecutor General of the Republic commended the conduct of those citizens who, having leased park areas for long terms, voluntarily terminate their lease agreements and return the parks to the community’s possession, thereby enabling the community to improve and landscape the parks as soon as possible. “In such cases, the Prosecutor’s Office adopts a cooperative approach and demonstrates a constructive attitude towards resolving the matter out of court. The ‘Hydro Builders’ park is an example of the results of such out-of-court cooperation, and we cannot but commend the conduct of the individual concerned. It is important for citizens to realize that terminating agreements concluded under leasehold or development rights, often in violation of the law, benefits the entire community. This is because, as a result of joint investment by the community and the Government, residents of the community and children growing up there gain access to well-maintained parks, green spaces and playgrounds that meet their needs,” Anna Vardapetyan emphasised.

The Prosecutor General instructed the Prosecutor of the region to take measures to return both parks in their entirety to the possession of Sisian community in Syunik region and to dismantle the illegal structures located within them, setting deadlines for the implementation of these instructions.
