Ownership right registration of the “Hayastan” Sports Union NGO to the 1,614.1 sq. m Sports Complex declared unlawful

October 19, 2026

On 8 November 2024, the Prosecutor General’s Office filed a claim with the Administrative Court against the Cadastre Committee, demanding to declare the state registration of 29 December 1999 of the ownership right of the “Hayastan” Sports Union non-governmental organisation to the sports complex with an area of 1,614.1 sq. m, located at 18 Tsakhi street, Yerevan, unlawful.

By its judgment of 7 October 2026, the Administrative Court granted the claim of the Prosecutor General’s Office and established that the state registration of the ownership right of the “Hayastan” Sports Union non-governmental organisation to the immovable property located at 18 Tsakhi street, Yerevan, had been based on Decision No. 11/27 of 10 July 1991 of the Executive Committee of the Yerevan City Council of People’s Deputies. However, that decision could not be regarded as a necessary and sufficient document certifying the acquisition of the ownership right of the aforementioned non-governmental organisation to the immovable property, since the decision concerned the clarification of the boundaries of the gymnasium premises of the Yerevan City Council of the Voluntary Physical Culture and Sports Society of the Trade Unions of the Republic of Armenia and permission for the construction of a new sports building adjacent to the gymnasium on its southern side. Consequently, the state registration of the ownership right of the “Hayastan” Sports Union non-governmental organisation to the sports complex is unlawful.

On the basis of this judicial act, within the framework of its powers to bring claims for the protection of state interests, the Prosecutor General’s Office will take measures to return the immovable property to the State.

It should be recalled that another claim filed by the Prosecutor General’s Office is currently under examination by the Administrative Court, demanding to declare invalid the subsequent alienations of the aforementioned sports complex and their state registrations and to return the property to the State.
