MD 9.6 million to be paid to Tsaghkadzor community: another claim of the prosecutor’s office for protection of state interests granted
October 13, 2026
Within the framework of its powers to bring claims for the protection of state interests, the Prosecutor General’s Office filed a claim with the Anti-Corruption Court against the Tsaghkadzor Community, demanding to declare invalid the auction of 13 February 2014, apply the consequences of invalidity and, due to the impossibility of returning the property in-kind, compensate the actual value of the property.
It should be recalled that, within the criminal proceedings initiated by the Anti-Corruption Committee on 9 August 2024, it was established that the former Head of the Tsaghkadzor community, acting as Chair of the Auction Commission for the alienation of land plots owned by the community and as organiser of the auctions, had, in violation of the prescribed procedure, alienated community-owned land plots through sham auctions for a total of AMD 17,791,000.
One of the land plots was a specially protected land plot with an area of 0.2 ha, located at 18/2 Tandzaghbyur street, Tsaghkadzor, which was sold at auction for AMD 9,048,000, whereas, according to the expert opinion, as of 13 February 2014, the value of the land plot amounted to AMD 18,692,000.
By its judgment of 6 October 2026, the Anti-Corruption Court granted the claim of the Prosecutor General’s Office. The auction concerning the 0.2 ha land plot was declared invalid.
Taking into account the fact that the aforementioned property was subsequently alienated to a third party and that, as of the date the claim was filed, the land plot was encumbered by a structure, the Court obliged the person declared the winner of the auction to pay AMD 9,644,000 to the Tsaghkadzor community.
