November 03, 2026
On 3–4 November 2026, a delegation from the Prosecutor General’s Office of the Republic of Armenia and the Office of the Representative of the Republic of Armenia on International Legal Matters is on a study visit to Strasbourg, France.
The visit has been organised within the framework of the Council of Europe programme “Support to the effective execution of the judgments of the European Court of Human Rights in Armenia”.
The purpose of the visit is to deepen professional knowledge of the process of execution of judgments of the European Court of Human Rights, including the specific aspects of the examination of cases reopened on the basis of such judgments, as well as the application of Council of Europe standards and the case-law of the European Court of Human Rights.
During the two-day visit, meetings are scheduled with representatives of several Council of Europe bodies, including the Department for the Execution of Judgments of the European Court of Human Rights, the Registry of the European Court of Human Rights, the Consultative Council of European Prosecutors (CCPE), the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT), and the European Committee on Crime Problems (CDPC) of the Council of Europe.
The discussions will address the mechanisms through which the Committee of Ministers of the Council of Europe supervises the execution of judgments of the European Court of Human Rights, procedures for reopening cases following such judgments, admissibility criteria for applications to the European Court of Human Rights, and ways to improve the efficiency of case examination.
Particular attention will be paid to ensuring the rights guaranteed by Articles 2 and 3 of the European Convention on Human Rights, namely the right to life and the prohibition of torture and inhuman or degrading treatment or punishment.
The professional discussions and exchange of experience planned as part of the visit are aimed at developing prosecutors’ professional capacities, improving law enforcement practice in line with international standards, and strengthening cooperation between domestic and international partners in ensuring the effective execution of judgments of the European Court of Human Rights.
