The appeal of the Prosecutor General’s Office was fully granted by the decision of the Administrative Court of Appeal dated 11 September 2026. The judgment of the Administrative Court dated 11 March 2024 was fully revoked and amended.

The ground for the claim of Prosecutor General’s Office was the fact that, by Decision No. 1619-A of the Mayor of Yerevan dated 8 April 2008 “On Alienating to ‘Golden Palace Hotel’ LLC the Land Plot Granted for Development at 2/5 Azatutyun Avenue”, a 10,000 sq. m. land plot was alienated to “Golden Palace Hotel” LLC, although the land plot fell within the restrictions established by Article 60 of the Land Code and was not subject to alienation.

Once the judicial act of the Administrative Court of Appeal enters into force, as a consequence, the amendments to the aforementioned decision of the Mayor of Yerevan, as well as Direct Sale Agreement No. 4204 concerning the land plot concluded between the Mayor of Yerevan and “Golden Palace Hotel” LLC on 29 May 2008, and the state registration of the company’s ownership right will also be declared invalid, and the 10,000 sq. m. land plot located in Victory Park will be returned to the Republic of Armenia.
