On 16 July 2026, the prosecutor approved the indictment and submitted the criminal proceedings against A.A., the current Head of Noyemberyan Community and former Head of Koghb Community (2005–2021), to the Anti-Corruption Court of the Republic of Armenia.

The criminal proceedings established that the former Head of Koghb Community used his official position and powers contrary to the interests of the community and the state.

Specifically, after learning that construction works financed by the State would be carried out at a pumping station located on a land plot owned by a legal entity, A.A. ensured that the result of the state-funded investments would become the property of that legal entity.

To that end, A.A. unlawfully granted permission to “Hayjurjrmughkoyughy” CJSC to carry out construction and installation works for the improvement of the Berdavan pumping station. The pumping station, located on a land plot at 31/1 First street, Koghb, owned by a legal entity, had been built with state funds in 1999 and had been registered as an unauthorized structure since December 2009. As a result, the competent state authority carried out works valued at AMD 82.083 million.

Subsequently, despite being aware that the facility had been constructed using State funds and, as an unauthorized structure, was not eligible for legalization, by decision of 12 November 2018, A.A. recognized the pumping station and its adjacent structures as legal in favor of the legal entity, treating them as an unauthorized structure, for AMD 200,600. Consequently, on 15 November 2018, the ownership title to the pumping station was registered in the name of the legal entity.

The criminal proceedings substantiated that, as a result of these actions, the state sustained particularly large-scale pecuniary damage amounting to AMD 70.062 million. Specifically, in 2024 the state was compelled to purchase the same immovable property together with the land plot from the legal entity for AMD 70.062 million, despite having previously financed the reconstruction of the pumping station with state funds amounting to AMD 82.083 million.

The prosecutor has initiated public criminal prosecution against A.A. under points 2 and 5 of part 2 of Article 441 of the Criminal Code (abuse by a public official of official or service powers, or influence deriving therefrom, or exceeding official powers).

Bail has been imposed on A.A. as a preventive measure.

On 16 July 2026, the prosecutor approved the indictment and submitted the criminal proceedings to the Anti-Corruption Court.
