On 11 September 2026, in Luxembourg, Prosecutor General of the Republic of Armenia Anna Vardapetyan and European Chief Prosecutor Laura Codruța Kövesi signed a Working Arrangement on Cooperation between the Prosecutor General’s Office of the Republic of Armenia and the European Public Prosecutor’s Office (EPPO).

The purpose of the document is to strengthen cooperation between the Prosecutor General’s Office of the Republic of Armenia and the European Public Prosecutor’s Office in the areas of investigations and prosecutions conducted within their respective competences.

The event was also attended by Tigran Balayan, Head of the Mission of the Republic of Armenia to the European Union and Ambassador Extraordinary and Plenipotentiary of the Republic of Armenia to the Kingdom of Belgium and the Grand Duchy of Luxembourg.

The Working Arrangement places particular emphasis on combating financial crime, taking into account the need to ensure the effective protection of the financial interests of both the Republic of Armenia and the European Union.

Under the Working Arrangement, the parties will provide each other with the fullest possible assistance in exchanging evidence and information in the context of a specific case within the framework of applicable national legislation and international legal instruments.

Another important area of cooperation concerns the freezing, seizure and confiscation of assets derived from criminal activity. In cases that would fall under their competences in accordance with their applicable legal framework, the parties may also cooperate through joint investigation teams.

Under the Working Arrangement the parties may also organize joint training activities, cooperate towards organizing seminars, workshops and conferences, as well as provide each other technical and other forms of assistance.

Emphasizing the profound significance of signing this document, which elevates the cooperation with the European Public Prosecutor’s Office to a qualitatively new level, Prosecutor General Anna Vardapetyan stated: “Financial crimes, by their very nature, often extend beyond the borders of a single state, while the movement of proceeds derived from criminal activity may span multiple jurisdictions. Their effective detection and the recovery of criminal assets therefore require swift, coordinated and reliable cooperation among law enforcement authorities.

The Prosecutor General’s Office of the Republic of Armenia attaches great importance to establishing this new level of cooperation with the European Public Prosecutor’s Office. I am confident that the Working Arrangement will deliver practical results both for the protection of the EU’s financial interests and for enhancing the effectiveness of our collective fight against financial crimes that affect the Republic of Armenia and the European Union.

Our objective is to ensure that the transfer of the proceeds of criminal activity and unlawfully acquired assets to other countries does not become a guarantee of impunity.”

European Chief Prosecutor Laura Codruța Kövesi stated: "Today, together with the General Prosecutor of  Armenia, we agreed on how we will work together to fight criminals who defraud the EU budget. They do not stop at borders, neither do we. We will follow the money they stole wherever they hide it, and take it back. ”

The Working Arrangement enters into force on this very date i.e. 11 September 2026.
