Land Plot No. 13 located in Hrant Matevosyan park was returned to the possession of Vanadzor community as a result of prosecutorial intervention

The Prosecutor’s Office of Lori region, within the scope of its authority to bring claims for the protection of state (community) interests, launched an examination on 16 December 2025, based on a letter from the Head of Lori region, into the documents concerning the allocation of land plots located in Hrant Matevosyan park of Vanadzor community to various persons.

The examination established that the land plots in Hrant Matevosyan park of Vanadzor community had been granted to 22 individuals and legal entities under 25 agreements concluded in the early 2000s, under rights of lease, development or gratuitous use. The examination also established that the 22 entities leasing and actually possessing the areas of Hrant Matevosyan park in Vanadzor were using them in violation of the terms of the agreements and for purposes other than those intended. As a result, the park had fallen into a poorly maintained condition.

It should be recalled that, during her working visit to Lori region, Prosecutor General of the Republic of Armenia Anna Vardapetyan also visited Hrant Matevosyan park on 19 August 2026 and gave a number of instructions to the Regional Prosecutor.

As a result of the examinations conducted by the Prosecutor’s Office of Lori region, on 26 January 2026, a motion was submitted to the Acting Head of Vanadzor Community with a view to terminating 26 agreements on the lease, gratuitous use and development of land plots concluded with 22 individuals and legal entities.

As a result of the motion, on 9 September 2026, the right of gratuitous use by a legal entity of another land plot measuring 240 sq. m, located in the territory of the park at 25-2/1 K. Demirchyan street and having an approximate cadastral value close to its market value of AMD 2,523,000, was terminated; the land plot was returned to the possession of Vanadzor community.

To date, as a result of prosecutorial intervention, Vanadzor community has terminated the lease and gratuitous use agreements concerning 20 land plots with a total area of 12,935.3 sq. m, 13 of which, with a total area of 4,032.45 sq. m, have received cadastral registration. Work on terminating the remaining agreements is ongoing.
