As a result of prosecutorial intervention, a 2.5 ha plot of land located in the coastal area of Lake Sevan has been returned to the possession of the Republic of Armenia
On July 3, 2026, the Department of State Interests Protection of the Prosecutor General’s Office submitted a proposal to the Ministry of Environment of the Republic of Armenia and the “Sevan” National Park SNCO to file a claim demanding to declare invalid the lease tender of August 12, 2005, for a land plot located in the coastal area of Lake Sevan and the elimination of the legal consequences arising from it.
Within the framework of its authority to file claims for the protection of state (municipal) interests, the Prosecutor General’s Office had conducted an examination and established that, on August 12, 2005, a lease tender had been organized in violation of legal requirements for a 2.5 ha land plot intended for recreational purposes located within the territory of the “Sevan” National Park SNCO. The winner of the tender was recognized as Karapet Guloyan, former Governor of Kotayk region.
Following the above-mentioned proposal submitted by the Prosecutor’s Office, the lease agreement for the land plot was terminated before the expiration of its term at the initiative of Karapet Guloyan, former Governor of Kotayk region. For this purpose, the relevant application and necessary documents were submitted to the Cadastre Committee.
As a result, on July 10, 2026, the state registration of Karapet Guloyan’s lease right was declared invalid, and the 2.5 ha land plot located in the coastal area of Lake Sevan was returned to the possession of the Republic of Armenia. The approximate cadastral value of the land, close to its market value, amounts to AMD 12 million 870 thousand.
The review initiated by the Prosecutor’s Office also revealed that, according to the lease agreement, in the event of a change in the cadastral value of the land, the lessor was obliged to notify the lessee in writing in advance, after which the lease payment was to be recalculated based on the new cadastral value.
However, following the increase in cadastral values of land plots from January 1, 2021, and the resulting changes in lease payments, the notification regarding the change in the lease payment was sent to the lessee only on July 29, 2024. As a result, lease payments amounting to approximately AMD 2 million 432 thousand for the period from January 1, 2021, to July 29, 2024, were neither calculated nor paid.
In this regard, the Prosecutor’s Office submitted a report on a suspected criminal offence.
It should also be noted that cases of illegal occupation of land by other persons have been recorded in the mentioned area. Currently, the Prosecutor’s Office, in cooperation with competent state bodies, is carrying out activities aimed at freeing the land from illegal occupation.
