On June 24, 2026, the prosecutor submitted the files of the criminal proceedings concerning former Head of Kotayk region K.G. to the competent court along with an approved indictment.

 

The Prosecutor General's Office had previously reported that the prosecutor had initiated public criminal prosecution against K.G. for committing unlawful acts involving property under attachment.

 

It should be recalled that, inter alia, on May 12, 2026, pursuant to a final and enforceable judgment in a case concerning the confiscation of property of illegal origin, ownership rights of the Republic of Armenia were registered with respect to approximately 91% of the portion of the real estate located at No. 8, 14th street, P. Sevak District, Arinj Village, Kotayk Region, recognized as illegally acquired and confiscated from former Head of Kotayk region and former Head of Abovyan community Karapet Gulyan and his wife Roza Tsarukyan.

 

The criminal proceedings established that K.G. had been aware that, within the framework of the case on confiscation of illegal assets, the Anti-Corruption Court had imposed an attachment as an interim measure securing the claim and had prohibited any actions related to the disposal of the property. Nevertheless, he organized the damage to the exterior and interior walls of the aforementioned residential house, as well as the basement walls.

 

In particular, he organized the removal of the exterior and interior wall tiles, the dismantling of doors and windows, damage to the interior finishing of the house, including electrical wiring, wall and ceiling finishes, the complete removal of floor tiles and parquet flooring, and damage to the courtyard swimming pool and the roof covering of the house.

 

As a result of the above actions, the state sustained damages amounting to at least AMD 229 million.

 

By a decision of the Court of First Instance of General Jurisdiction of Kotayk region dated June 10, 2026, house arrest for a period of one month and bail in the amount of AMD 20 million were imposed on K.G. as measures of restraint.

 

The prosecutor will file a civil claim with the court demanding  compensation for the damage caused to the state, amounting to approximately AMD 229 million.
