On November 17, 2025, the Prosecutor, along with an approved indictment, submitted to the court the materials of the criminal proceedings concerning G.N. and H.N., who obstructed the pre-planned election campaign of representatives of the “Republic” Party participating in the November 16, 2025 local self-government elections of the Vagharsapat consolidated community, Armavir Region, in Voskehat settlement.
Within the framework of the criminal proceedings initiated at the Investigative Committee, it was established that G.Gh., as a candidate on the electoral list of the “Republic” Party participating in the November 16, 2025 local self-government elections of the Vagharsapat consolidated community, Armavir Region, during the pre-election campaign period established under the Electoral Code, on November 1, 2025, arrived in Voskehat settlement of the Vagharsapat community together with a party supporter for the purpose of conducting election campaigning, meeting with voters, and carrying out a motorcade, in accordance with the prescribed procedure. At about 14:00, H.N., a resident of G. Lusavorich Street in Voskehat, upon encountering G.Gh. near his residence, informed that he was conducting election campaigning and distributing printed promotional materials relating to the “Republic” Party. H.N. also became aware that H.M., a candidate of the aforementioned party, intended to arrive in Voskehat for the purpose of election campaigning and meeting with voters. With the intent to obstruct the lawful election campaign, H.N. uttered profanities and obscene expressions, demanding that G.Gh. depart and stating that H.M., the party’s candidate, would not be permitted to enter Voskehat.
During the same period, G.N.—H.N.’s father, upon overhearing the conversation between G.Gh. and his son, approached them and uttered profanities and obscene expressions at G.G., also demanding that he leave.
Not wishing to be engaged in a dispute with H.N. and G.N., G.Gh., having ceased the election campaigning, returned to the location designated for placing the campaign posters.
H.N. and G.N., continuing actions aimed at achieving the intended result, drove their vehicles around the location predetermined for the “Republic” Party’s election campaign and voter meetings, specifically on Barekamutyun Street in Voskehat settlement. G.N., getting off the vehicle, spoke with individuals waiting to meet the candidate of the “Republic” Party, after which those individuals departed.
On November 2, 2025, the prosecutor initiated public criminal prosecutions against H.N. and G.N. under point 5 of part 2 of Article 211 of the Criminal Code (obstruction of election campaigning by a group of persons).
G.N. and H.N. have been placed under custody.
