On April 30, 2025, the Prosecutor General’s Office submitted a statement of claim to the Anti-corruption committee against “Local Developers” LLC (Founder—Samvel Mayrapetyan and his wife Gohar Kyalyan) on the requirement of confiscation of immovable property located at 10 Abovyan Str. and belonging to the latter under the right of ownership.

By the decision of the Anti-Corruption court dated May 14, 2025, the statement of claim was dismissed with the substantiation that the dispute should be examined under the administrative proceedings. 

On May 22, 2025 the Prosecutor General’s Office appealed the decision of the Anti-Corruption court.

The Anti-Corruption Court of Appeal accepted the appeal into the proceedings and decided to examine the case through written procedure.

By the decision of June 26, 2025 the Anti-Corruption Court of Appeal rejected the appeal submitted by the Prosecutor General’s Office and left in the legal force the decision of the Anti-Corruption court “On dismissing the statement of claim” rendered on May 14, 2025.

On July 4, 2025 the Prosecutor General’s Office submitted a statement of claim to the Administrative court against “Local Developers” LLC with the requirement of confiscation of immovable property located at 10 Abovyan Str., city of Yerevan and belonging to “Local Developers” LLC under the right of ownership.

By the decision of July 18, 2025 the Administrative Court came to the conclusion that the dispute doesn’t stem from the public law relations as there are civil-law relations stemming from a contract, thus the case does not fall under the jurisdiction of the Administrative court. Submitted statement of claim was readdressed to the Anti-Corruption court.

By the decision of August 1, 2025 of the Anti-corruption court the case was submitted to the Court of Cassation to make a decision on the court jurisdiction.

On August 14, 2025, the Court of Cassation rendered a decision “On solving the dispute regarding the jurisdiction under which the case falls”. Pursuant to that decision, the abovementioned case on the statement of claim submitted by the Prosecutor General’s Office against “Local Developers” LLC with the requirement of confiscation of immovable property located at 10 Abovyan Str., city of Yerevan and belonging to “Local Developers” LLC under the right of ownership falls under the jurisdiction of the Anti-Corruption court.
