The former head of Goravan settlement of Ararat region organized and held formal auctions of land plots located at Goravan settlement and registered ownership and lease right over the land plots with the surface of 543 ha under his name as well as under the names of his family members and relatives.

In the scope of the criminal proceedings initiated at the Anti-Corruption Committee it was found out that A.B. holding the position of the Head of Goravan settlement of Ararat region from October 1, 2006 until December 17, 2021:

• organized and held formal auctions of land plots located at Goravan settlement and registered ownership and lease right over the land plots with the surface of 543 ha under his name as well as under the names of his family members and relatives (33 counts);
• committed money laundering (2 counts)—legalized land plots with the surface of 3.5 ha and 0.37 ha of illicit origin;
• involved false data into the property tax payment platform and failed to pay the property tax for cars belonging to him, thus causing property damage in the amount of AMD 1 million to Goravan settlement;
• stole coupons for refilling compressed gas in the amount of AMD 1 million 129 thousand, issued to the LLC company, which were entrusted to him to meet the needs of the Goravan Municipality.

On December 23, 2024, the prosecutor initiated a public criminal prosecution against A.B. under point 3 of part 2 of article 184 (causing property damage by deception or abuse of confidence), point 1 and 3 of part 2 of article 179 (embezzlement on a large-scale by use of official position) part 1 of article 308 (abuse of official powers) (33 counts) and point 3 of part 3 of article 190 (money laundering by use of official powers) (2 counts) of the Criminal Code adopted on 18.04.2003.

On May 30, 2025, the prosecutor initiated a public criminal prosecution against A.B.’s son, for supporting the abuse of official powers by the former head of Goravan settlement of Ararat region (23 counts).

On June 10, 2025, the prosecutor separated from criminal proceedings the part regarding the son of the former head of Goravan settlement and submitted to the Anti-Corruption Committee with the signed indictment.
