The battalion and platoon commanders of the patrol service in Aragatsotn region have not submitted a report on the apparently committed crime against the patrol. The prosecutor sent the case to court

On May 27, 2023, in the period from 8:00 to 20:00 o’clock, two patrols of Aragatsotn region of Patrol Service of the Ministry of Internal Affairs conducted control on "Aparan 1" route.

 

On the same day, at the crossroad of Baghramyan and Isahakyan streets in Aparan city at around 17:30, the patrols stopped a vehicle driven by a citizen without registration plates and insurance contract. Citizens gathered around the patrols, including citizen M.E., gathered around the citizen and the patrols, argued with the patrols, demanded to be lenient and not make a protocol.

 

Citizen M.E., seeing that the patrols were contacting the platoon commander by phone in order to request additional help, approached one of the patrols, ripped off the video recording device fixed to his clothes, hit him in the face and abdomen with his hand and foot and ran away.

 

The above-mentioned two patrols of the battalion of Aragatsotn region reported the apparent crime committed by citizen M. E. to the platoon commander T. S. and the battalion commander M. M. who arrived at the scene. At the request of the latter, the patrols went to the location of the platoon, where at around 19:30 they received M. E., who had committed the alleged crime, and his father. The latter apologized to the patrol for what happened and left the location of the platoon.

 

The platoon commander and the battalion commander, failing to fulfill their official duties, have not submitted a report, and did not arrest M. E., who committed the alleged crime, after receiving them in the office. Instead, after M.E. and his father left, the patrolmen serving subordinate to them were assured that due to the lack of evidence, it would not be possible to confirm the apparently committed crime, there was no need to file a report against M. E., the son of a high-ranking person in Aparan and unnecessarily aggravate the relations with the latters.

 

On December 13, 2023, criminal proceeding was initiated under of Article 441, Part 1 of the Criminal Code (Abuse of Official or Service Powers, or the Influence Conditioned Thereof by an Official or Exceeding Powers) and Article 452, Part 3 of the Criminal Code (Interfering with the Lawful Service or Political Activity of an Official).

 

On July 24, 2024, the public prosecutor initiated a public criminal prosecution against M.E. under the 3rd part of Article 452 of the Criminal Code.

 

On September 27, 2024, a public criminal prosecution was initiated against the battalion and platoon commanders under Article 441, Part 1 of the Criminal Code. Their tenure is suspended.

 

On October 14, 2024, the prosecutor approved the indictment and submitted the proceedings to the competent court.
