On February 20, 2024 the Prosecutor signed the indictment regarding a high-ranking official of Tavush regional department of the Police of the Ministry of Internal affairs, who used violence against the minor and submitted it to the First Instance Court of General Jurisdiction of Tavush region with the materials of the case.

Let us remind that a high-ranking official of Tavush regional department of the Police of the Ministry of Internal affairs, on April 10, 2023 at about 23:30, after the end of the working day, visited one of the restaurant and hotel complexes of Dilijan city, Tavush region and had a dispute with 17-year old waiter of the complex regarding the payment of the room.

Getting angry after the repeated request to pay in advance for the service, the high-ranking police officer hit the minor twice in the face with the palm of his hand, then pushed him to the kitchen of the complex. In the kitchen in the presence of the cook of the complex the latter hit the minor with the palm of his both hands at least 23 times (he slapped mainly the face and the head of the minor).

A criminal proceedings was initiated on May 10, 2023.

On May 29, 2023, the investigator submitted a motion to the prosecutor exercising oversight over the legality of the proceedings on not initiating a public criminal prosecution, which was granted by the prosecutor. However, on June 2, 2023, the Prosecutor of Tavush region overturned the decision of the supervising prosecutor on not initiating a criminal prosecution and initiated a criminal proceedings against a high-ranking police officer under point 3 of part 2 of article 196 of the Criminal Code.
