On January 30, 2020 M.S., the Chairman of the “Figure skating federation of Armenia” NGO concluded a contract with the Mnistry of Education, Science, Culture and Sports of the Republic of Armenia, on the basis whereof AMD 13 million 7 thousand 200 was allocated to the Federation for “Preparing athlets for participation in the tournaments of the Republic of Armenia and international events as well as organization of tournaments”.

M.S. cancelled some of the annual events of 2020 due to “Coronavirus”, however submitted false information to the Ministry regarding the expenditure of AMD 1 million 50 thousand, which was spent for organizing a training camp for three athleths of the figure skating national team and their coaches, however the mentioned training camp didn’t take place.  

Besides that, on 4 December 2020, and 10 October 2021 M.S. submitted false data to the Ministry stating that E.D. and A.A. were personal coaches of the ice dancing pair T.K. and S.S.—participants of international competition. As a result the Ministry appointed a nominal pension for the term of 1 year in the amount of AMD 630 thousand to E.D., because the pair held 17^th place in the 2020 European figure skating championship.

Afterwards, the ice dancing pair of T.K. and S.S. participated in the international figure skating competition that took place in the city of Oberstdorf, Germany during  21-25 September 2021 and  got a qualification for winter Olympics, for which E.D. the son of the Chairman of the Federation received AMD 5 million 250 thousand from January 1, 2022 untill December 2022 as the personal coach of the pair and the head coach of the national team. A.A., the second coach of the national team received AMD 3 million 360 thousand from January 1, 2022 untill December 2022. From January until October 2022, A.A transferred AMD 280 thousand 180, paid to him each month, to the bank account of M.S. the Chairman of the Federation.

Thus M.S, the chairman of the “Figure skating federation of Armenia” NGO embezzled particularly large amounts of money—AMD 10 million 290 thousand, where AMD 5 million 880 was embezzled with the help of his son, D. (coach) and AMD 3 million 360 thousand with the help of A.A. (coach).

On October 13, 2023, a public criminal prosecution was initiated against M.S. under point 1 and 3 of part 2 of Article 179, point 1 of part 3 of article 178, part 1 of article 325 (2 counts) of the Criminal Code adopted on 18.04.2003.

On October 20, 2023, the Prosecutor signed the indictment regarding M.S. and his son D.  and submitted it to the Anti-corruption court with the materials of the case.
