A.Gh., the former Head of the Stepanavan Territorial Agency of Social Services of Lori Regional Governor’s Office, with prior agreement with the agency's employees A.Gh.,                  A.K., Kh.R., H.S., without awareness of Stepanavan and neighboring settlements’ residents, formally included their families in the insecurity assessment system.

According to the criminal proceedings examined by the Investigative Committee, it was found that A.K., the former Head of the Agency with prior agreement with the Agency's employees A.G., A.K., K.R., H.S., included not valid data regarding the social-economic conditions of the above-mentioned families in the insecurity assessment system giving the right to unemployment benefits, as a result of which 245 million 313 thousand 500 AMD was fraudulently stolen from the unemployment benefit amounts received from the state budget.

On July 13, 2023, the supervising prosecutor initiated public criminal prosecution against A.Gh., A.G., A.K., Kh.R., H.S. under Article 255(3) (3) and Article 457(2).
