On March 17, 2023, the prosecutor initiated a public criminal prosecution against R.H. the former head of Davtashen Territorial Subdivision of the Staff of State Committee of the Real Estate Cadastre and against the citizen T.A. under point 3 of part 3 of article 255 of the RA Criminal Code.

R.H., holding the position of the State Registry of Immovable Property— Head of Davtashen Territorial Subdivision of the State Committee of the Real Estate Cadastre under the Government of the Republic of Armenia, by the prior agreement with the citizen T.A. together with G.S., employee of the same subdivision, ignoring decision № 05-931 of March 29, 2005, of the Civil Court of Appeal of the Republic of Armenia, registered the ownership right of T.A., over the land plot with the surface of 1976.1 m2 and over the basement with the surface of 50.8 m2 adjacent to Alikhanyan Yeghbayrner Str. on June 6, 2005.

Afterwards on April 28, 2006, the property was alienated to A.B. and on October 13, 2006, it was alienated to “Ratko” LLC.

Due to R.H.’s action a property damage in a particularly large amount— AMD 117 million was caused to the Republic of Armenia.

On March 17, 2023, the decision of the supervising prosecutor on initiating a public criminal prosecution was submitted to the investigator carrying out the preliminary examination of the case for the purpose of bringing charges against them.
