The Prosecutor General’s Office had previously reported that K.G., who served as the Head of the city of Abovyan from October 8, 2008 to April 30, 2015, disregarded the requirements of Article 60 of the Land Code of the Republic of Armenia concerning land not subject to alienation to natural and legal persons. With the assistance of authorized officials of the Abovyan Municipality, he alienated more than 60 land plots to various individuals and legal entities through auctions and direct sales.

Among the unlawfully alienated properties was a land plot measuring 0.17521 ha, located at 1/25 Rossiya street, Abovyan. On June 6, 2016, the plot was sold to a private individual through a public auction. Subsequently, on March 22, 2024, the same individual sold the land plot to another person for AMD 72 million under a real estate sale and purchase agreement.

Acting within its authority to file claims for the state (community) interests protection, the Prosecutor General’s Office filed a claim with the Anti-Corruption Court against the Abovyan Community, demanding to declare invalud the auction and apply the legal consequences of its invalidity.

By its verdict of May 29, 2026, the Anti-Corruption Court granted the claim filed by the Prosecutor General’s Office.

The Court declared the auction conducted by the Abovyan community invalid and, as a consequence of the auction’s invalidity, declared invalid the land sale and purchase agreement concluded between the Abovyan community and the private individual on June 6, 2016, as well as the state registration of ownership carried out on the basis of that agreement.

At the same time, the Court declared invalid the real estate sale and purchase agreement concluded on March 22, 2024, and the state registration of ownership carried out pursuant to that agreement.

Once the judgment enters into legal force, the 0.17521- ha land plot located at 1/25 Rossiya street will be returned to the Abovyan community.

It should be recalled that in criminal proceedings currently pending at the Anti-Corruption Criminal Court, former Abovyan Mayor K.G. is charged with the unlawful alienation of land plots (65 counts), official forgery (49 counts), money laundering (2 counts) and abuse of official powers.
