Artur Davtyan

Candidate of Legal Sciences, Second Class State Councilor of Justice
According to the Decision of 15.09.2016 of the RA National Assembly, was appointed the RA Prosecutor General.
Born on December 8, 1978, village Horom, Shirak Region. 1985-1995, attended the Secondary School of Horom and was awarded “Gold medal”. 1995 – 1999, entered Yerevan State University, Faculty of Law, Bachelor of Law, 1999 – 2001, entered and graduated from the magistracy of the Faculty of Law of YSU, 2001 – 2004, he entered and graduated from the postgraduate studies at the YSU Department of Criminal Procedure and Forensics. On April 28, 2005, defended his candidate's thesis on the subject "Limits of permissibility of using tactical tricks in the course of crimes investigations" at YSU professional council. On 17.06.2005, he was awarded the scientific degree of Candidate of Legal Sciences. 2000-2001, worked at the laboratory of Criminal Procedure and Forensics, as a senior laboratory assistant, 2001-2005, Head of the laboratory, 2000-2006, Lecturer of the Criminal Procedure and Forensics, 2006-2007, was appointed as a Prosecutor at the Department of Supervision over Legality of Inquest and Preliminary Investigation of the RA Prosecutor General’s Office, 2007-2008, Senior Prosecutor at the Department of Crimes against the Individual of the RA Prosecutor General’s Office, 2008 – 2012, Deputy Head of the Department of Crimes against the Individual of the RA Prosecutor General’s Office, 2012 – 2013, Prosecutor of Shengavit Administrative District of Yerevan City, 2013 – 2016, Prosecutor of Yerevan City, on June 22, 2016, Artur Davtyan was appointed as a Deputy Prosecutor General of the Republic of Armenia by the decree of the President of the Republic of Armenia. Lectured at French University in Armenia, Yerevan State Pedagogical University. Currently he is a lecturer at Yerevan State University. In 2017, by the decree of the President of the Republic, Artur Davtyan, the Prosecutor General of the Republic of Armenia, was awarded the 1st degree medal "For Services to the Motherland" for his significant contribution to strengthening of legality and legal order. By the order of April 20, 2021 of the Russian President Vladimir Putin: RA Prosecutor General Artur Davtyan was awarded with the anniversary medal "300 years of the Prosecutor's Office of Russia" for the effective cooperation between the Prosecutor's Offices of the two countries”. Artur Davtyan was awarded the badge "Honorary Prosecutor of the CIS" of the Coordinating Council of Prosecutors General of the CIS Member States. Also received other departmental awards.

Gevorg Kostanyan
Prosecutor General of the Republic of Armenia

He was born on the 4th of October, 1977 in Yerevan. By the decision of the RA National Assembly dated 01.10.2013 he was appointed as the RA Prosecutor General. Since 2004 he has been the representative of the RA Government before the European Court of Human Rights. He has been teaching in the Faculty of Law of YSU since 2002. He was the RA Military Prosecutor, the RA Deputy Prosecutor General during 2011-2013. He was the assistant of the RA President during 2008-2011, the head of the monitoring committee combating corruption in the RA. G. Kostanyan was the RA Deputy Minister of Justice during 2006-2008. He was the adviser to the RA Minister of Justice in 2006. He was the Deputy Head of Staff of the RA Ministry of Justice. G. Kostanyan was the adviser to the RA Minister of Justice during 2001-2003. He served in the Armed forces of the RA during 1999-2001. He was the first class consultant of the Department concerning legislative matters of the RA Ministry of Justice during 1995-1999.
G. Kostanyan is a LL. D, a Second Class State Councillor of Justice. His legal education G. Kostanyan received in the Faculty of Law of Yerevan State University, which he graduated in 1999. In 2006 he studied at University of Nottingham in Great Britain. Currently, he is studying at the Philosophy and Law Institute of the RA National Academy of Sciences to obtain his S. J. D. He is married with two children.

Aghvan Hovsepyan
Prosecutor General of the Republic of Armenia

He was born in 1953 in Yerevan. He graduated from the Faculty of Law of Yerevan State University. Since 1974 he has been working in the RA Prosecutor's Office system as an investigator, senior assistant to the prosecutor, investigator of EIP, Head of the investigative division of the RA Prosecutor General's Office. He was the RA Prosecutor General during 1998-1999, then he was Deputy of the RA Prosecutor General, and during 2004-2013 he was the RA Prosecutor General.
He has S. J. D, he is an honoured lawyer of the RA, he is also a State Councillor of Justice. By the decree the RA President, Aghvan Hovsepyan was awarded a medal of first degree for services rendered to Motherland for significant contribution in protection of legality and legal system. He was awarded a number of medals “Mkhitar Gosh” "For strengthening of cooperation" "For strengthening legality", "For services rendered to Motherland", "90th anniversary of Sardarapat", "Honoured employee of the RA MES". By the decree of the Presdident of the Russian Federation A. Hovsepyan was awarded "Fund of Count Sheremetyev" medal. |

Aram Tamazyan

He was born in 1952 in Ashtarak. He graduated from the Faculty of Law of Yerevan State University. Since 1984 he has been working in the RA Prosecutor's Office system. He was an investigator of EIP, Prosecutor of Armavir region, Prosecutor of Yerevan City. He held the post of the RA Prosecutor general during 2001-2004. He has S. J. D. He is an honoured lawyer, a State Councillor of Justice. He received a number of state and administrative awards and medals. He was awarded a medal of “Mkhitar Gosh” for considerable contribution to strengthening legality and legal order. By the decree of the RA President A. Tamazyan was awarded the title of an honoured lawyer of the Republic of Armenia for significant contribution to the strengthening of legality and legal system.

Boris Nazaryan

He was born in 1958 in Yerevan. He graduated from the Faculty of Law of Yerevan State University. He worked is legal counsel, assistant to the region prosecutor, prosecutor of Ararat region. He held the post of the RA Prosecutor General during 1999-2001.

Henrik Khachatryan

He was born in 1939 in Leninakan. He graduated from the Faculty of Law of Yerevan State University. He taught at the same faculty. He had S. J. D. He worked as region prosecutor, First Deputy of the RA Prosecutor General, Head of the Legal Division of the NA, a member of the Constitutional Court. He was the RA Prosecutor General during 1997-1998. He was a State Councillor of Justice. He died in 1998. Secondary school number 199 in Yerevan is named after H. Khachatryan.

Vladimir Nazaryan

He was born in 1932 in Echmiadzin. He graduated from the Faculty of Law of Yerevan State University. He was the lecturer at the same faculty. He has S. J. D., a professor. He held post of the Prosecutor of the ASSR during 1988-1990. Later he worked in the RA National Assembly (Head of the Legal Division) and the Constitutional Court. He is the author of numerous research studies devoted to jurisprudence. He died in 2002.

Suren Osipyan

He was born in 1931 in Nukhi. He graduated from the Faculty of Law of Yerevan State University. He was the lecturer at the same faculty, then became the Head of the chair and Dean of the Faculty. He has S. J. D. He was appointed as the Prosecutor of the ASSR in 1971 and held the post till 1988. He is a Second Class State Councillor of Justice. He is an honoured lawyer of the ASSR. He died in 2019. |

Vardges Musakhanyan

He was born in 1914 in Yerevan. He graduated from the Faculty of Law of Yerevan State University and Military Law Academy of Moscow. Starting from 1941 he was serving in the army and took part in the Great Patriotic War. Later he was holding high posts in the system of Military Prosecutor's Office of the USSR. He was appointed as the Prosecutor of the ASSR in 1961 and held that post till 1971. During 1971-1984 he held the position of the Head of the Law Division for the Supreme Council of the ASSR. He was a Second Class State Councillor of Justice. He died in 1987. |

He was born in 1926 in Kirovakan (now Vanadzor). He graduated from the Faculty of Law of Yerevan State University. He was actively engaged in scientific and pedagogical activities. He obtained his LL. D. He was the Dean of the Faculty of Law at YSU, head of the chair and in 1959 he was appointed as the Prosecutor of ASSR. Later he was holding the posts of the Head of the Supreme Court of ASSR (1957-70, 1985-90) and the Minister of Justice. He worked as the Prosecutor General of the Republic of Armenia during 1990-1997. He is a State Councillor of Justice. He engaged in educational activities. He died in 2017. |

Kadmos Ioannisyan

He was born in 1908 in Shusha. He graduated from the All-Union Law Institute. He worked in the system of the Military Prosecutor's Office of USSR. He held the post of the Prosecutor of ASSR during 1954-1959. Later he worked in the Council of USSR Ministers and State Arbitration. He died in 2007.

Isahak Isagulov

He was born in 1907 in Tbilisi. He graduated from the Faculty of Law of Tbilisi State University. He had been holding the post of the Deputy Prosecutor of the ASSR since 1943, and during 1949-1954 he was the Prosecutor of the Republic. He died in 1993.

Vramshapuh Tadevosyan

He was born in 1900 in Verin (Upper) Agulis. He graduated from the Faculty of Law of Moscow State University. He was a Doctor of Law, professor.
He was the state prosecutor on behalf of USSR in 1946 in Tokyo at the trials of World War II criminals. During 1948-1949 he was holding the post of the Prosecutor of ASSR. Later he moved to Moscow and was actively engaged in scientific and pedagogical activities. He died in 1981.

Haik Meghavoryan

1939 – 1948
He was born in 1902 in Akhaltsikhe of Georgia. He graduated from the Polytechnic Institute of Tbilisi and took the highest courses of lawyers in Moscow. In April, 1939 he was appointed as the Prosecutor of ASSR, later he was appointed as the Head of Populist Commissariat of Justice and held the post till 1951. He died in 1969.

He was born in 1897 in Baku. He took the highest courses for the employees of internal affairs bodies of USSR in 1925. He held high posts in the system of Populist Commissariat of internal affairs. During 1937-1939 he was the Prosecutor of the Republic. Later he worked as a member of Supreme Court of ASSR. He died in 1954.

He was born in 1899 in Van. He graduated from the Faculty of Law of Yerevan State University. He was as the Head of Populist Commissariat of Justice, the Prosecutor of the Republic, simultaneously he was holding the post of the Deputy Head of the Council of Populist Commissariat of ASSR. He persecuted in 1937. He died in 1938 while being in exile.

He was born in 1877 in Tiflis. He graduated from the Pedagogical Academy of Petersburg. He held the posts of the Head of Populist Commissariat of Finance of ASSR, the Head of the Populist Commissariat for Labour, during 1930-1933 he was the Head of Populist Commissariat of Justice, later became the Prosecutor. In 1933 he was appointed as the Head of CAA. He persecuted in 1937. He left rich literary heritage.

He was born in 1894 in Akhalkalaki. He graduated from the Faculty of Law of Transcaucasian University. He was appointed as the Head of Populist Commissariat of Justice - the Prosecutor in 1929 where he worked till 1930. Later he was in charge of a range of other posts in other Populist Commissariats. He persecuted in July, in 1937.

He was born in the village of Hajighara (now Lernapat). He studied at the University of Tiflis. He worked as the Head of the Supreme Court of ASSR, the Head of Populist Commissariat of Justice, the Prosecutor. He was actively engaged in scientific research. He was persecuted in 1936 and was sentenced to 10 years of imprisonment. He died in 1939 while being in exile.

He was born in 1882 in the village of Chartar of Nagorno-Karabakh. He graduated from the Faculty of Law of the University of Moscow in 1910. He was the Head of Populist Commissariat of Justice, the Prosecutor. Later he held the post of the Head of the Supreme Court of ASSR. He was persecuted in 1937.

He was born in 1882 in the village of Aygehat (now in Lori Region). He graduated from the Faculty of Law of the University of Saint-Petersburg in 1911. He held the posts of the Deputy of Populist Commissariat of Justice, Deputy of the Prosecutor of the Republic, Deputy of the Head of Council of Populist Commissariat. Later he did some diplomatic work abroad, contributed to the organization of migration. He was persecuted and died in 1941.
