On June 1, 2026, within the framework of the criminal proceedings initiated regarding the events that took place in Yerevan on March 1–2, 2008, the prosecutor initiated public criminal prosecution against P.P., V.G., H.B. and L.Y., who served as commanders of 4 army corps of the Armed Forces of the Republic of Armenia as of February 23–March 1, 2008, under part 3 of Article 38 in conjunction with Article 309 of the Criminal Code adopted on April 18, 2003 (aiding and abetting the abuse of official authority by a public official, resulting in substantial harm and causing grave consequences).
Specifically, information obtained in the criminal proceedings being investigated by the Anti-Corruption Committee of Armenia indicates that the commanders of 4 army corps of the Armed Forces of the Republic of Armenia—P.P., V.G., H.B., and L.Y.—by carrying out a manifestly unlawful order, providing resources and support through orders issued by them and removing obstacles, assisted then-Minister of Defense M.H. and several other high-ranking officials in exceeding their official powers during the same period. Among those officials were also individuals charged in the March 1 case, namely R.K., S.O., and Yu.Kh., whom the former army corps commanders allegedly aided in exceeding their official authority.
