The Prosecutor’s Office has submitted motions to the “Sevan National Park” SNCO demanding termination of lease agreements for the land plots of the Lake Sevan concluded with Nazik Amiryan and Varsham Gharibyan

The Department of the State Interests Protection of the Prosecutor General’s Office has submitted motions to the Director of the “Sevan National Park” SNCO (hereinafter referred to as the SNCO) and to the Secretary General of the Ministry of Environment, demanding to take measures to terminate the lease agreements for coastal land plots of Lake Sevan concluded between the SNCO and Nazik Amiryan on December 26, 2007, as well as between the SNCO and Varsham Gharibyan on August 2, 2005 and January 19, 2006.

 

Within the framework of its authority to file claims for the protection of state (community) interests, the Department of State Interests Protection of the Prosecutor General’s Office examined the lease agreements concluded between the SNCO and Nazik Amiryan, as well as between the SNCO and Varsham Gharibyan, together with the related documents. The examination revealed that all three agreements had been concluded for a term of three years, however, the contracts continue to remain in force for an indefinite period.

 

The examination also revealed that the lease agreements contained provisions requiring adjustment of rental payments in the event of an increase in the cadastral value of the land, provided that tenants were notified in advance of the new cadastral values. However, although the cadastral values of the land plots increased on January 1, 2021, the notices regarding rental payment changes were sent to the tenants with a delay of three years.

 

In addition, the examination found that there is no information confirming that announcements regarding the tenders for leasing the land plots had been published through any mass media outlet.

 

In connection with the identified violations, crime reports have been submitted to the Investigative Committee.
