The real reason behind all the speeches made by opposition deputies, as well as the targeting of the Prosecutor’s Office system and me personally, is the “discomfort” we have caused these individuals through claims demanding the confiscation of assets of illegal origin. Referring to the legal aspects of a number of political statements, Anna Vardapetyan made this statement today at the National Assembly of Armenia and listed the allegedly illegal assets and financial resources being sought from former Armenian President Robert Kocharyan, former Deputy Prime Minister of Armenia and National Assembly deputy Armen Gevorgyan and National Assembly deputies Ishkhan Saghatelyan and Aghvan Vardanyan.

 

Specifically:

 

It is demanded to confiscate the following assets from the former Armenian President Robert Kocharyan and six persons affiliated with him — his children and their spouses (Sedrak Kocharyan, Zarouhi Badalyan, Levon Kocharyan, Siranush Kocharyan, Gayane Kocharyan, and Vigen Chatinyan) — in favor of the Republic of Armenia:

 

  • 23 real estate properties, whereof the combined average market value of 18 properties amounts to AMD 11 billion 154 million 790 thousand, whereof
    19 are located in the Kentron administrative district: 8 on Paronyan Street, 4 apartments on Northern Avenue, 2 on Abovyan Street, 2 on Vazgen Sargsyan Street, 2 apartments on Teryan Street, and 1 on Manuk Abeghyan Street.
  • The claim also includes the right to purchase 2 properties.
  • Bonds acquired for more than USD 3 million and USD 985 million.
  • Deposits totaling more than USD 1.4 million and AMD 200 million.
  • The claim also includes participation in 15 legal entities, including companies such as CJSC, "Toyota Yerevan" LLC, "Nairi Insurance" Insurance LLC, etc.
  • The claim also includes the right to collect loans amounting to USD 4 million, AMD 8.3 billion, RUR 260 million and EUR approximately 590 thousand.
  • It also includes 2 vehicles, property acquisition values equivalent to more than AMD 3.8 billion and more than AMD 20 billion representing the balance of alleged illegal income, as well as sums transferred to bona fide purchasers or funds that could not be identified and are not justified by the person’s lawful income.

 

It is demanded to confiscate the following assets from the former Head of the Staff of President of Armenia, the former Secretary of the National Security Council, the former Deputy Prime Minister, the former Minister of Territorial Administration and National Assembly deputy Armen Gevorgyan, as well as persons associated with him:

 

  • 14 real estate properties,
  • 2 vehicles,
  • participation interests in 2 legal entities,
  • 18,000 shares,
  • the right to claim loans totaling AMD 1 billion 85 million 99 thousand,
  • 1,100 securities,
  • AMD 1 billion 111 million 685 thousand as the remainder of allegedly illegal monetary assets,
  • and AMD 410 million 581 thousand which are not justified by the person’s lawful income, are considered of illegal origin, were transferred to a bona fide purchaser, or cannot be identified and confiscated.

 

It is demanded to confiscate the following assets from Aghvan Vardanyan, a member of the “Armenia” parliamentary faction and former Minister of Labor and Social Affairs of Armenia, as well as persons associated with him in favor of the Republic of Armenia:

 

  • 1 real estate property located in the Kotayk region,
  • participation interest in 1 legal entity,
  • AMD 110 million 306 thousand as the remainder of allegedly illegal income resulting from the conversion or use of assets of illegal origin,
  • and AMD 248 million 267 thousand which are not justified by Aghvan Vardanyan’s lawful income, are considered of illegal origin, were transferred to a bona fide purchaser, or cannot be identified.

 

It is demanded to confiscate the following assets from National Assembly deputy Ishkhan Saghatelyan and persons associated with him in favor of the Republic of Armenia:

 

  • 5 real estate properties,
  • 5 vehicles,
  • participation interests in 3 legal entities,
  • USD 264 million 516 thousand as the remainder of allegedly illegal monetary assets,
  • and AMD 2 million 914 thousand which are not justified by the person’s lawful income, are considered of illegal origin, were transferred to a bona fide purchaser, or cannot be identified and confiscated.

 

“What’s interesting is that when we ask about the origin of assets of illegal origin, we hear three explanations: “we received it as a gift”, “our grandfathers were wealthy” and “our sons are talented.” The courts will still examine the issue of the “grandfathers and talented sons”,” stated Anna Vardapetyan. She also thanked the Court of Cassation of Armenia for resolving the issue concerning gifts, noting that the conditions and circumstances for receiving gifts have now been clearly defined.
