The property confiscated from the assistant of the former Head of Abovyan community, Karapet Guloyan, was attached to the state. The Prosecutor General gave details

Today, at the Government session, Prosecutor General of the Republic of Armenia Anna Vardapetyan referred to the prehistory of the attachment of the property of about 20.6 hectares in the village of Kanakeravan, Nor Hachn community, Kotayk Region, with an average market value of AMD 323 million 800 thousand, to the State Property Management Committee of the Ministry of Territorial Administration and Infrastructure.

 

Anna Vardapetyan informed that the ownership right of the Republic of Armenia to the real estate with an area of ​​20.6 hectares was registered on April 26, 2026. It was returned to the state within the framework of the Prosecutor General's Office's authority to confiscate property of illegal origin, as a result of a settlement agreement approved by the court.

 

"On August 29, 2023, the Prosecutor's Office filed a lawsuit with the Anti-Corruption Court for the confiscation of property of illegal origin against Manuk Hakobyan, assistant to the former Head of Abovyan community of Kotayk region, Karapet Guloyan, and his wife. On February 27, 2026, the Prosecutor's Office signed a settlement agreement with Manuk Hakobyan and his wife, according to which the real estate of about 20.6 hectares in the village of Kanakeravan, Nor Hachn community, Kotayk region, with an average market value of AMD 323 million 800 thousand, included in the claim, was transferred to the ownership of the Republic of Armenia. The settlement agreement was approved by the court’s decision on March 5, 2026. The examination of the civil case regarding the Prosecutor’s Office’s demand for the confiscation of other properties included in this claim is ongoing,” the Prosecutor General of the Republic of Armenia noted and also referred to the judgment that entered into legal force on the case of confiscation of property of illegal origin of Karapet Guloyan, the former Head of Abovyan community.

 

“There is also a judgment of the Court that entered into legal force on April 15, 2026 on the case of confiscation of property of illegal origin of Karapet Guloyan and his associates. According to the judgment, the following properties of illegal origin are subject to confiscation:

 

  • The illegal part of the real estate at 8, 14th Street, P. Sevak Block - about 90% of the real estate (registration of the Republic of Armenia's ownership rights to the property is in progress).
  • The entire land plot of 29/2, Tandzaghbyur Street, Tsaghkadzor community, Kotayk region (registration of the Republic of Armenia's ownership rights to the property is in progress).
  • 2,000 shares of "ACBA BANK" OJSC (the State Property Management Committee was officially notified for the purpose of registering the RA's ownership rights to the shares).
  • The right to claim 264 thousand USD of the unreturned part of the 294 thousand 900 USD loan provided to "Belglass" LLC in 2021.
  • AMD 1 billion 227 million 490 thousand as an expense not justified by Karapet Guloyan's legal income.
  • AMD 58 million 120 thousand as the remainder of illegal income, which is the amount resulting from the transformation or use of property of illegal origin.
  • AMD 934 thousand as the value of 267 shares of "ELEKTRAMONTAGE" OJSC.

 

Prosecutor General Anna Vardapetyan also reminded of the criminal case filed with the court in 2025 with an indictment against Karapet Guloyan, according to which Karapet Guloyan, abusing his powers, with the assistance of other officials of the Abovyan Municipality or other citizens, alienated lands located in the parks, gardens and streets of the Abovyan community to various persons through direct sale or through fake auctions in a total of 65 episodes (including 2 cases, using his official position, with prior agreement with persons affiliated with him, legalized property obtained as a result of criminal activity, in particularly large amounts.
