01/04/2026

Under one of the criminal proceedings initiated on December 25, 2025, upon the instruction of a prosecutor from the Department for Combating Economic Crimes of the Prosecutor General’s Office, data were obtained indicating that former member of the National Assembly of the Republic of Armenia A.H., together with N.A., acting as developers of apartment buildings under construction in the city of Yerevan, concluded agreements with buyers on the allocation of shares and the sale and purchase of real estate units in those buildings, generating total income of AMD 1 billion 554 million 785 thousand.

After the issuance of completion certificates for the apartment buildings, A.H. and N.A., being obliged to submit to the tax authority, by May 1, 2025 (inclusive), annual declarations of income received during the previous year, failed to submit the required declarations within the set deadline, with the intent of evading taxes amounting to AMD 310 million 957 thousand, thereby concealing income subject to taxation.

On March 10, 2026, the prosecutor initiated public criminal prosecution against A.H. and N.A. under points 1 and 2 of part 3 of Article 290 of the Criminal Code (tax evasion committed by a group of persons by prior agreement on an especially large scale).

Within the framework of the criminal proceedings, AMD 171 million 322 thousand of the damage caused to the state has been recovered.

The preliminary investigation is ongoing.
