124 real estate properties returned to the state, a 23.8% increase in criminal cases submitted to court and a reduction in preliminary investigation timeframes: the activity report of the Prosecutor’s Office for 2025 has been published

In accordance with part 2 of Article 5 of the Law “On the Prosecutor’s Office” the Prosecutor General’s Office has published on its official website the report on the activities of the Prosecutor’s Office for 2025.

 

The report’s ten sections present the work carried out in 2025 within the framework of the constitutional powers of the Prosecutor’s Office.

 

In the foreword to the report, Prosecutor General Anna Vardapetyan stated, in particular:

 

Dear citizens of the Republic of Armenia,

 

Dear colleagues,

 

For the fourth year, I have the honor of presenting to you the annual report on the activities of the Prosecutor’s Office of the Republic of Armenia.

 

The report is based on the 2025 objectives of the Prosecutor’s Office as a unified system, the consistent work carried out and the results achieved.

 

In particular:

 

  • During 2025, within the framework of the exclusive authority of the Prosecutor’s Office to protect state and community interests, based on judicial acts as well as as a result of the application of prosecutorial measures, 124 properties, including kindergartens, a cultural center, a stadium, a natural monument, parks, and land plots, were returned to the ownership or possession of the Republic of Armenia and communities, with an approximate cadastral value close to market value of around AMD 66 billion 934 million.
  • In 2025, the first judgment in a case on the confiscation of property of illicit origin entered into legal force.
  • The trend of reducing preliminary investigation timeframes observed in recent years continued in 2025: more than half of the criminal proceedings completed in 2025—53.4%—were investigated within up to 2 months, exceeding the corresponding 2024 figure by 11.3%.
  • Compared to the average indicators of the past 8 years, in 2025 the proportion of motions submitted to the court demanding detention as a measure of restraint decreased by 2.5% relative to the total number of accused persons.
  • In 2025, 3,495 more criminal proceedings were completed than in 2024 (an increase of 9.2%), including 2,807 more cases (an increase of 23.8%) submitted to court with approved indictments.
  • In criminal proceedings, from the launch date (December 5, 2024) until December 31, 2025, a total of AMD 39 billion 895 million 845 thousand was paid to the Unified Account of Recovered Funds and the Unified Account of the Taxpayer.

 

The priority of the Prosecutor’s Office for 2025 was results-oriented work, driven by the establishment of new criteria for evaluating the performance of regional prosecutor’s offices and the administrative districts of the city of Yerevan at the final session of the Prosecutor’s Collegium on March 14, 2025, which were formalized by an order of the Prosecutor General of the Republic of Armenia. These criteria include, inter alia:

 

  • the amount of money returned to the state and communities by final judicial acts in cases concerning the protection of state and community interests,
  • the amount of damage recovered in criminal proceedings, as well as through the application of prosecutorial measures, caused to the state, communities, and organizations with state and community participation,
  • the number of criminal proceedings involving grave and especially grave crimes submitted to court with indictments,
  • the number of final judicial acts in cases involving grave and especially grave crimes.

 

The demand for results-oriented work, going beyond the internal standards of the Prosecutor’s Office, led in 2025 to a change in public assessment of the Office’s performance. According to a public opinion survey conducted in Armenia on the initiative of the International Republican Institute, 43% of citizens of the Republic of Armenia are ‘completely satisfied’ or ‘somewhat satisfied’ with the work of the Prosecutor’s Office. Compared to the previous survey, the satisfaction rate increased by 6%.

 

I consider this an important achievement for us as a unified system and a confirmation of the principle that justice must not only be administered but also be visible and understandable.

 

I express my gratitude to the prosecutors, staff of the Prosecutor’s Office, as well as all professional and dedicated colleagues in the law enforcement and judicial systems for the tangible results achieved in 2025.
