Property and funds worth around USD 773 million have been returned to the state: Prosecutor General

Today, at a Government session, the Prosecutor General of the Republic of Armenia Anna Vardapetyan, addressed the agenda background item concerning the transfer of a real estate property valued at AMD 417,659,000, with an area of 7,090 sq. m to the Ministry of Environment. She also presented details about property and funds returned to the Republic of Armenia during 2018–2025, settelments on the confiscation of property of illicit origin and efforts to return to the state properties around Lake Sevan that had been unlawfully privatized or leased in areas below the legally permitted water level.

 

In particular, Anna Vardapetyan stated: “The Prosecutor General’s Office announced on November 27, 2025, that ownership rights of the Republic of Armenia had been registered over a land plot located adjacent to the TV tower on G. Hovsepyan street in Yerevan. The land has a surface area of 7,090 sq. m. (0.709 ha) and an approximate cadastral value close to market value of AMD 417,659,000 (equivalent to USD 1,107,000). The claim submitted by the Department of State Interests Protection of the Prosecutor General’s Office regarding this property was granted by the Anti-Corruption Court by its decision of March 7, 2025. The Prosecutor’s Office had requested the court to declare invalid the sale agreement concluded on July 21, 2005, between the Mayor of Yerevan and a private individual, and to apply the legal consequences of invalidity. In summary, I note that by previous Government decisions, five additional land plots adjacent to the TV tower have already been transferred to the Ministry of Environment. Thus, as of today, a total of six land plots located near the TV tower on G. Hovsepyan street in Yerevan—with a total approximate cadastral value of AMD 3,381,573,000 and an area of about 7.5 ha—have been attached to the Ministry of Environment.”

 

Referring to the 10th settlement agreement in a case on the confiscation of property of illicit origin, Anna Vardapetyan reported that, according to the court-approved settlement, which will enter into legal force in April 2026, it concerns property located in the village of Kanakeravan, Nor Hachn community of Kotayk region, with an area of approximately 20.6 ha and an average market value of AMD 323,800,000.

 

“The Prosecutor General’s Office, on August 29, 2023, filed a claim with the Anti-Corruption Court for the confiscation of property of illicit origin against Manuk Hakobyan, assistant to the former Head of the Abovyan community in Kotayk region Karapet Guloyan and his wife. I would like to remind that the criminal proceedings against the former Head of the Abovyan community Karapet Guloyan, pending at the Anti-Corruption Committee, were submitted to the court on November 6, 2025, with an indictment approved by the prosecutor. The examination of the civil case regarding the confiscation of the other assets included in the claim is ongoing,” stated the Prosecutor General of the Republic, adding that, within the framework of the authority to confiscate property of illicit origin, a total of 10 settlement agreements have been concluded so far.

 

In her speech, Anna Vardapetyan addressed the property and funds returned to the Republic of Armenia during 2018–2025: “The Prosecutor’s Office has analyzed the indicators of property and funds returned to the ownership or possession of the Republic of Armenia and communities during 2018–2025. These returns were achieved through criminal proceedings, court decisions in completed cases, claims aimed at protecting state and community interests, settlements, prosecutorial measures, and—since 2023—also through the application of tools for the confiscation of property of illegal origin.

 

According to these indicators, during 2018–2025, property and funds worth approximately AMD 291 billion 726 million (around USD 773 million) have been returned to the ownership or possession of the Republic of Armenia and communities. Of this amount, 65.8%, or about AMD 193 billion (around USD 504 million), was returned during 2023–2025.”

 

The Prosecutor General concluded her remarks with data regarding properties unlawfully privatized or leased in the coastal areas of Lake Sevan located below the legally permitted water level: “The Prosecutor General’s Office has announced the launch of efforts to return to the state properties in the coastal areas of Lake Sevan that were unlawfully alienated or leased.

 

From December 2025 to the present, as a result of implementing the Prosecutor’s Office motions, 83 illegally constructed primary and auxiliary buildings erected by various individuals have been dismantled (demolished) on 33 land plots located in the coastal areas of Lake Sevan below the permitted level. Additionally, two contracts have been terminated by the “Sevan National Park” SNCO.”
