Under the leadership of Anna Vardapetyan, Prosecutor General of the Republic of Armenia, an extended session of the Prosecutor’s Office Collegium was held on March 7, 2026, during which the Prosecutor’s Office activities for 2025 were summarized.
Deputy Prosecutor General Yeghiazar Avagyan presented the works carried out by the prosecutors of the Department of International Legal Cooperation, Department of Organization, Supervision and Legal Assistance, as well as the Department of Supervision over Legality of Penalties and Other Means of Compulsion of the the Prosecutor General’s Office during 2025.
309 requests for legal assistance were sent and 291 were received, and 81 extradition requests were sent by the competent authorities of the Republic of Armenia in the field of international legal cooperation during 2025. 22 of the submitted requests were granted, 13 were denied, and 46 are under consideration. Additionally, 6 requests previously submitted were granted and 5 were denied.
Referring to the works carried out in the field of legal support in 2025, the Deputy Prosecutor General, inter alia, highlighted the three legislative initiatives prepared by the Prosecutor’s Office and submitted to the competent state authorities, the development of the electronic system for prosecutor’s work statistics, the works conducted to modernize the electronic management system for pre-trial proceedings in criminal cases.
Based on the analysis of 12 reports received from the subdivisions of the Prosecutor’s Office, 17 motions were prepared and sent to the competent authorities on subjecting judges to disciplinary liability. Of the 17 submitted motions, 3 are under consideration, in 8 cases disciplinary proceedings were not initiated, in 6 cases disciplinary proceedings were initiated, of which 1 resulted in a severe reprimand being issued to a judge by the Supreme Judicial Council, and in 5 cases the initiated disciplinary proceedings were closed.
According to Yeghiazar Avagyan, as a result of inspections and examinations carried out in 2025 by the Department of Supervision over Legality of Penalties and Other Means of Compulsion of the Prosecutor General’s Office, 162 violations were identified. 69 motions were submitted regarding acts found to be contrary to the legislation during the inspections. Two acts in violation of the law were suspended, and 19 motions were submitted to conduct disciplinary investigations. In the Probation Service, 6 examinations were conducted and 6 violations were recorded. Of the 69 motions submitted regarding acts contrary to the legislation, 23 were granted and the acts were reviewed, while 46 remained unchanged.
Presenting the results of the Ethics Commission under the Prosecutor General for 2025, the Deputy Prosecutor General of the Republic of Armenia noted that 10 disciplinary proceedings were conducted concerning 11 prosecutors, and 3 sessions of the Commission were held regarding the disciplinary accountability of 3 prosecutors. Based on the outcomes of all sessions, decisions were made establishing the fact of disciplinary violations and confirming the prosecutors’ guilt, wherof, by orders of the Prosecutor General:
Referring to the activities of the “Legality” scientific-practical journal of the Prosecutor’s Office, the Deputy Prosecutor General noted that in 2025, 2 issues were published containing 28 articles, all of which were assigned codes by an international organization. The journal continues to remain on the list of acceptable scientific publications of the Supreme Qualification Committee.
