Another settlement agreement has been concluded in a case concerning the confiscation of property of illicit origin: property worth about AMD 324 million has been transferred to the Republic of Armenia

Within the framework of a case under the confiscation of property of illicit origin, a settlement agreement was concluded for transfering property with an average market value of AMD 323 million 800 thousand to the ownership of the Republic of Armenia. The agreement was approved by a court decision, dated March 5, 2026.

 

On August 29, 2023, the Prosecutor General’s Office filed a claim with the Anti-Corruption Court demanding the confiscation of property of illicit origin from Manuk Hakobyan, assistant to Karapet Guloyan, the former Head of Abovyan community of Kotayk region and his wife.

 

It should be recalled that the criminal proceedings against Karapet Guloyan, the former Head of the Abovyan community, pending at the Anti-Corruption Committee, were submitted to the court on November 6, 2025, with an indictment approved by the prosecutor.

 

By the court’s decision, dated August 30, 2023, the claim was accepted for proceedings.

 

Within the framework of the mentioned case, on February 27, 2026, the Department for the Confiscation of Property of Illicit Origin of the Prosecutor General’s Office concluded a settlement agreement with the respondents Manuk Hakobyan and his wife. Under the agreement, the respondents agreed to transfer to the ownership of the Republic of Armenia a real estate property of about 20.6 ha located in Kanakeravan village of Nor Hachn community, Kotayk region, with an average market value of AMD 323 million 800 thousand, which had been included in the claim.

 

On the same day, a motion was submitted to the Anti-Corruption Court requesting approval of the settlement agreement.

 

On March 4, 2026, the Anti-Corruption Court decided to separate part of the case and examine it under separate proceedings.

 

On March 5, 2026, the Anti-Corruption Court issued a verdict approving the settlement agreement concluded on February 27, 2026.

 

The examination of the civil case continues with regard to the confiscation of the other properties included in the claim.
