The Prosecutor’s Office of Syunik region recognized as the best unit: summary of the activity of the Prosecutor’s Offices of regions and administrative districts of Yerevan

On March 14, 2025, during the concluding session of the Prosecutor’s Office Collegium, Anna Vardapetyan, the Prosecutor General of the Republic of Armenia, announced that the activities of the prosecutor’s offices of the regions and the administrative districts of Yerevan would be evaluated twice a year (at the end of July – for the semi-annual period, and in February – for the annual results).

 

The evaluation is carried out, inter alia, based on the following criteria:

 

  • The amount of money returned to the state and community by final judicial acts under claims aimed at protecting state and community interests;
  • The amount of damages recovered to the state, community and organizations with state/community participation under criminal proceedings, as well as through the application of prosecutorial intervention measures.
  • The number of criminal proceedings concerning grave and particularly grave crimes that were submuitted to the court with an indictment.
  • The number of final judicial acts concerning grave and particularly grave crimes.
  • The completion percentage of the electronic system for the statistical report titled “On the Prosecutor’s Work.”

 

The procedure and criteria for the evaluation were established by an order of the Prosecutor General of the Republic of Armenia. Based on this order, the work of the prosecutor’s offices of the regions and the administrative districts of Yerevan was summarized in February 2026.

 

Based on the evaluation conducted according to the above-mentioned criteria, the units that recorded the best performance during 2025 were determined.

 

Thus, the Prosecutor’s Office of Syunik region ranked 1st, the Prosecutor’s Office Gegharkunik region and the Prosecutor’s Office of Avan and Nor Nork administrative districts of Yerevan shared 2nd and 3rd places with equal scores.
The Prosecutor’s Office of Lori region ranked 4th, and the Prosecutor’s Office of Ararat region ranked 5th.

 

In particular:

 

  • The Prosecutor’s Office of Syunik region, among other activities, within the framework of its powers of state interests protection, returned to the state 10 real estate properties with a total area of about 5 ha, as well as approximately AMD 103 million.

 

  • In Gegharkunik region, AMD 144 million 703 thousand of the damage caused to the state was recovered through criminal proceedings. In addition, 35 ha of land with a cadastral value approximated to market value were returned to the Gavar community (AMD worth 434 million 700 thousand), as well as 4 land plots with a total area of 5.6 ha, with a cadastral value approximated to market value of AMD 69 million 727 thousand.
  • Prosecutors of the Prosecutor’s Office of Avan and Nor Nork administrative districts submitted 603 criminal proceedings concerning 645 individuals to court (in 2024: 404 criminal proceedings concerning 438 individuals), whereof 59 proceedings concerning 74 individuals involved in grave and particularly grave crimes. In the courts, 370 criminal cases concerning 381 individuals were completed (in 2024: 204 cases concerning 217 individuals). Among them were 30 cases concerning 32 individuals for grave crimes, and 2 cases concerning 2 individuals for particularly grave crimes judgments of conviction entered into force. In 2025, AMD 56 million 467 thousand of the damage caused to the state was recovered.
  • Prosecutors of the Prosecutor’s Office of Lori region submitted 770 criminal proceedings concerning 822 individuals to court with approved indictments (in 2024: 561 proceedings concerning 604 individuals). In 2025, 587 criminal cases concerning 641 individuals were completed in the courts (in 2024: 454 cases concerning 490 individuals). AMD 71 million 892 thousand of the damage caused to the state was recovered.
  • As a result of the work of the Prosecutor’s Office of Ararat region, among other outcomes, in 2025 65 land plots with a total area of 5,330 ha, as well as 5 other real estate properties—two kindergarten buildings, two parks, and a cultural center—were returned to the Republic of Armenia, with a total value of approximately AMD 60 billion 553 million.
