In the result of the investigation initiated by the Department of State Interests Protection of the Prosecutor General's Office, it was found that by the Decisions N 1810 of 2000, N 131-A of 2003, N 315 of 2001 and N 91-A of 2003 made by the Mayor of Yerevan, "Multi Leon" LLC was provided with a right of leasing lands with the area of ​​4000 sq. m., 2996.5 sq. m., 5000 sq. m. and 800 sq. m., respectively, in the area adjacent to Admiral Isakov Avenue (current address: Admiral Isakov Avenue 15/10), at the intersection of Leninakan and Janibekyan Streets (current address: Shiraz Street 1/1), adjacent to the intersection of Tamantsineri Street and Artashat Highway (current address: Tamantsineri Street 97/2) and in the area adjacent to Shirak Street (current address: Shirak Street 1/18).

Within the framework of the Government’s decision of May 18, 2006 “On the approval of the procedure for legalization and management of autonomous structures” and by the decisions of the Mayor of Yerevan in 2010, the above-mentioned autonomous structures (public) were considered the property of the city of Yerevan, and on March 12, 2010, the land lease agreements signed with them were terminated.

In result of the investigation conducted by the Prosecutor General’s Office, it was found that after becoming the property of the Yerevan community, the mentioned land plots and buildings were not actually returned to the community. “Multi-Leon” LLC, without any legal basis, continued to use them (since May 11, 2023, the owner of the Company has been “Bardzrunk Group” LLC). Moreover, the Company used more than twice the allocated 4000 sq. m. of land adjacent to Admiral Isakov Avenue, a 1.08 ha plot with a gas filling station of 757.7 sq. m., a 0.47 ha plot with a building of 576.8 sq. m. instead of a 800 sq. m. plot adjacent to Shirak Street, and a 4408.46 sq. m. plot with an office building of 183.5 sq. m. instead of a 2996.5 sq. m. plot at the intersection of Leninakan and Janibekyan Streets. At the same time, “Multi-Leon” LLC carried out sales activities of compressed natural gas in the mentioned areas without any permission, paying rent for small areas specified in previously concluded and terminated contracts.

On the ground of the results of the investigation, the prosecutor filed a motion on crime with the Anti-Corruption Committee. On December 20, 2025, a criminal proceeding was initiated under Article 308, Part 1 of the Criminal Code adopted on April 18, 2003 (abuse of official authority).

At the same time, the Prosecutor's Office sent a petition to the Yerevan Municipality to take measures to stop the unauthorized use of the land plots and buildings owned by Yerevan City at the above-mentioned addresses by "Multi-Leon" LLC (since May 11, 2023, "Bardzrunk Group" LLC), applying liability measures for the sale of compressed natural gas by the Company without an operating permit.
