The Prosecutor's Office has sent a petition to the Director of the Sevan National Park SNCO, the Former Head of the Legality of Supervision Inspectorate of the Ministry of Justice, the Senior Assistant to the Permanent Representative of the President to the RA National Assembly (revised) Norayr Panosyan, on the Sevan Peninsula in Gegharkunik Region, to take measures to terminate the contract signed on December 5, 2006, regarding a plot of land with an area of 600 square meter registered in the name of his mother.

Within the framework of the authority to protect state (community) interests, the Prosecutor's Office of Gegharkunik Region, examined the agreement "On the provision of the right to develop a state-owned land plot" and the attached documents signed on December 5, 2006 between "Sevan National Park" SNCO of the Ministry of Environment and Norayr Panosyan’s mother. The study revealed that the state-owned land plot with an area of ​​600 square meters, provided with the right to develop, which was provided to H.S. until 2031, is not used for the intended purpose as it was specified in the contract.

Based on the violations found in the result of the study, a report on the crime was submitted to the Anti-Corruption Committee. On November 28, 2025, criminal proceedings for official abuse was initiated in the Anti-Corruption Committee.  

At the same time the Prosecutor's Office of the Gegharkunik Region sent a petition to the Director of the "Sevan National Park" SNCO of the Ministry of Environment to terminate the contract signed between H.S and the State Non-governmental organization.
