The Prosecutor’s Office has sent a motion to the Director of the “Sevan National Park” SNCO, for taking measures to terminate the contracts related to a land plot located in the village of Drakhtik, which is registered in the name of the mother of the wife of former Chief of Police of Armenia, Vladimir Gasparyan.
Within the scope of its authority to protect state interests, the Prosecutor General’s Office examined Contract No. 863-171, dated September 28, 2007, concluded between the “Sevan National Park” SNCO and the “Arevik Health Resort” LLC, concerning the allocation of a state-owned land plot under the right of development.
As a result of the examination, it was revealed that:
The examination conducted by the Prosecutor General’s Office revealed, inter alia, that as of June 20, 2010, when the architectural-planning assignment was issued by the Head of Gegharkunik, a 382.5-square-meter building had already been constructed without authorization at the specified address. The cadastral files lack the documents required for registering the buildings — namely, the construction permit and the certificate of completion.
As a result of merging the 0.48-hectare land plot (address: Drakhtik, 1st Street, 97) and the 0.74-hectare land plot owned by Heghush Galstyan under the right of development, a 1.22-hectare land plot was formed, which was assigned the address: Gegharkunik Province, Shoghakat Community, village of Drakhtik, 1st Street, 97.
Based on urban planning documents, on January 19, 2018, Heghush Galstyan’s right of development over a 1.195-hectare land plot at the above address was registered, and a state registration certificate was issued.
At the time when the Head of the Drakhtik community issued the architectural-planning assignment, construction permit, and completion (use) permit — on January 22, 2017 — the buildings that were later covered by these documents had already been built without authorization.
