The Director of “Medical Genetics and Primary Health Care Center” LLC, Head of the laboratory of genetics of autoinflammatory diseases of the same Center and a medical geneticist, who was a members of the medical examination commission during the 2021 winter, as well as 2023 summer and winter conscription periods, used the results of a genetic test of another person — G.H. — indicating the presence of Familial Mediterranean Fever, to issue a false document to conscript S.M., falsely certifying that S.M. suffered from the same disease.
As a result, S.M. evaded the 2021 winter conscription, was declared unfit for military service and was placed in the reserve (the prosecutor submitted the criminal proceedings against S.M., along with an approved indictment, to the court on December 18, 2024).
The preliminary investigation also revealed that the above-mentioned employees of “Medical Genetics and Primary Health Care Center” LLC, driven by personal motives to “assist” another conscript, M.P., used the results of a genetic test belonging to an unidentified individual. On December 6, 2023, they prepared, signed, approved and issued a medical examination report on M.P.’s health condition, on the basis of which M.P. was referred for additional medical evaluation, thereby avoiding the aforementioned conscription (in the course of the investigation, it was established that M.P. had no health problems, and he had since been drafted for compulsory military service).
Public criminal prosecution has been initiated against the Director, Head of the laboratory of genetics of autoinflammatory diseases of the same Center and a medical geneticist under part 1 of Article 314 (official forgery); as well as point 2 of part 2 of Article 38-327 (assistance in evading compulsory military or alternative service) of the Criminal Code adopted on April 18, 2003; part 1 of Article 445 (official forgery); point 2 of part 2 of Article 46-461 (assistance in evading compulsory military or alternative service or draft mobilization) of the current Criminal Code. G.H. was charged under point 2 of part 2 of Article 38-327 (assistance in evading compulsory military or alternative service) and part 1 of Article 325 (use of an obviously forged document) of the Criminal Code adopted on April 18, 2003.
On November 4, 2025, the Prosecutor submitted the files of the criminal case concerning the aforementioned individuals of “Center for Medical Genetics and Primary Health Care” LLC, confirmed by an indictment, to the Anti-Corruption Court.
