The claim filed by the Prosecutor General’s Office against Hasmik Poghosyan, the former Minister of Culture of the Republic of Armenia, has been granted. About AMD 25 million will be recovered in favor of the Republic of Armenia

As a result of a new trial under civil case No. HKD/0007/02/22, (the Court of Cassation, by its decision, dated November 27, 2024, granted the appeal of the Prosecutor General's Office and overturned the decision of the Anti-Corruption Court of Appeal, dated February 29, 2024, submitting the case to the Anti-Corruption Court for a new trial) the Anti-Corruption Court, by its decision of October 7, 2025, granted the claim filed by the Prosecutor General’s Office against Hasmik Poghosyan, the former Minister of Culture of the Republic of Armenia. AMD 25,252,000 will be recovered in favor of the Republic of Armenia as compensation for damages caused to the state.

 

According to the factual circumstances of the case, the damage was caused as a result of the improper performance of contracts signed in 2007 and 2008 between Hasmik Poghosyan, the former Minister of Culture of the Republic of Armenia and the company “Gugark” within the framework of the Monument Restoration Projects for restoration of the Kobayr Monastic Complex.

 

The court found the Prosecutor General’s arguments regarding the existence of unlawful conduct by Hasmik Poghosyan in connection with the two contracts well-grounded and grantes the claim.
