The Prosecutor General suggests creating forest in the area adjacent to the TV tower of Yerevan city, which was returned to the state

07/08/2025

During today’s session of the Government, Anna Vardapetyan, Prosecutor General of the Republic of Armenia, referring to the recovery of the ownership right of the Republic of Armenia over the territories, adjacent to the TV tower of the city of Yerevan, due to the awarded claims on the protection of the state interests submitted by the Prosecutor’s Office, mentioned,

“With the proposed project, we shall attach another land plot with the surface of 1.7 ha located at the territory adjacent to the TV tower of Yerevan city to the Ministry of Environment”.

The cadastral value of the land plot approximated to the market value thereof amounted to AMD 1 billion 44 million (USD 2 million 686 thousand).

This was the 5th land plot located at the territory adjacent to the TV tower, over which the ownership right of the Republic of Armenia was registered due to the fact that the claim submitted by the Prosecutor General’s Office was awarded by the court.

The ownership right of the Republic of Armenia was recovered over the following 4 land plots:

  • The first one is a land plot with a surface of 1 ha and with a cadastral value of AMD 366 million (approximated to the market value);
  • The second one is a land plot with a surface of 0.6 ha and with a value of AMD 254 million;
  • The third one is a land plot with a surface of 1.7 ha and with a value of AMD 654 million;
  • The fourth one is a land plot with a surface of 1.7 ha and with a value of AMD 646 million;

Consistent with the concept of turning property returned as a result of the use of the toolkit of confiscation of property of illicit origin into a public good and using it for public benefit I sent a letter to the Minister of Environment of the Republic of Armenia regarding 4 land plots returned to the Republic of Armenia. With that letter I proposed to create an “oxygen area”—forest in that area after securing the irrigation system in that area to improve the quality of life of the residents of Yerevan city.

2 land plots from the abovementioned four have already been attached to the Ministry of Environment and we are attaching another land plot under this project. Another two land plots shall be attached to the Ministry in the future.

Returning to today’s project I would like to add that taking into consideration the circumstance that this land plot is classified as a residential area according to its intended purpose and as “Other land plots” according to its operational significance, we are suggesting to initiate the process of changing the intended purpose of this land plot after the attachment thereof to the Ministry of Environment and delivery to “Hayantar” State Non-Profit Organization for gratuitous use,  for the purpose of creating a forest in this area as well.

Summarizing I would like to mention that due to the awarded claims of the Prosecutor General’s Office, only in the territory adjacent to the TV tower of Yerevan city,  about 7 ha land plot with the cadastral value of AMD 3 billion (USD 7.8 million) has been returned to the Republic of Armenia up to now”.
