Based on the decision of Anna Vardapetyan, Prosecutor General of the Republic of Armenia, dated November 26, 2025, a disciplinary proceeding was initiated against the person holding an autonomous position at the Prosecutor’s Office of Avan and Nor Nork Administrative District.
In the course of the proceeding, it was confirmed that the prosecutor failed to properly fulfill his official duties, and in several cases, did not fulfill them at all.
In particular, the prosecutor submitted an appeal for special review to the Court of Appeals under the same criminal case with deficiencies on two occasions. The first time, it was returned by the court, and the second time, it was left without examination. In addition, the preliminary investigation in the criminal proceedings was unjustifiably delayed, and despite the obvious grounds for applying prosecutorial influence, no such measures were taken. Furthermore, despite the existence of evidence proving the commission of a crime, no public criminal prosecution was initiated against the individual.
The results of the disciplinary proceeding was submitted to the Ethic Commission adjacent to the Prosecutor General of the Republic of Armenia on February 7, 2025.
By its decision of February 11, 2025, the Ethics commission confirmed the existence of disciplinary violation and the guilt of the Prosecutor.
Based on the decision of the Prosecutor General dated February 12, 2025, a disciplinary penalty in the form of “demotion of a position by one level” was applied against the person holding an autonomous position at the Prosecutor’s Office of Avan and Nor Nork Administrative District.
By the order of the Prosecutor General dated February 13, the position of the Senior Prosecutor of Avan and Nor Nork Administrative Districts of Yerevan city has been demoted by one level, and the individual has been transferred to the position of a Prosecutor at the Prosecutor's Office.
