On December 9, 2024, International Anti-Corruption Day, Edgar Arsenyan, Head of the Department of Supervision over the Legality of Pre-trial Proceedings at the Anti-Corruption Committee of the Prosecutor General's Office of the Republic of Armenia, participated in the conference titled "Challenges in the Fight against Corruption and Ways to Overcome them."
At the conference organized by the Ministry of Justice, speeches were delivered by the Vice Prime Minister of Armenia Mher Grigoryan, Minister of Justice Srbuhi Galyan (via video message), Deputy Chairman of the Anti-Corruption Committee Musheg Babayan, Acting Chair of the Commission for the Prevention of Corruption Mariam Galstyan, Director of the USAID Armenia Mission John Allelon, as well as several representatives of civil society.
In the framework of the panel discussions at the conference, Edgar Arsenyan addressed the new legal tools in the fight against corruption and the challenges present in this struggle.
According to the Head of the Department, corruption, as a modern problem facing almost all states, undermines the foundations of the rule of law and democracy, hinders the administration of justice, economic growth and development, and the formation and strengthening of public trust in the activities of state institutions. “Therefore, we are faced with the difficult but important imperative of waging a systematic fight against corruption”, noted Edgar Arsenyan and, inter alia, emphasized the importance of the work of the Department of Supervision over the Legality of Pre-trial Proceedings at the Anti-Corruption Committee established under the Prosecutor General's Office in effectively combating corruption. “The Department has been almost completely restructured, staffed with prosecutors with high professional qualifications and training, the majority of whom are young professionals who have already surpassed the threshold of positive integrity and demonstrate their willingness to responsibly serve the Republic of Armenia in this area through their daily work”, emphasized Edgar Arsenyan.
The Head of the Department also addressed the strict punitive policy adopted by the Prosecutor's Office in criminal proceedings related to corruption crimes, new approaches in criminal proceedings concerning money laundering, as well as the Government's decision on the procedure for depositing funds subject to recovery in criminal proceedings, within the framework of the damage caused to the state and the community, into the unified treasury account.
