In the scope of two exceptional powers of the Prosecutor General’s Office— state interests protection and confiscation of illicit property during the last 6 months (the fourth quarter of 2023 and the first quarter of 2024 (as of March 20, 2024)) property in the amount of AMD 9 billion 937 million (USD 24 million 657 thousand) was returned to the Republic of Armenia.

• In the scope of the state interests protection function:

1. Based on the final judicial act and according to the decision of the Government dated February 8, 2024, the land plot included in the list of specially protected areas and envisaged for the leisure, with the surface of 24 thousand 993 square meters and with the market value of AMD 46 million 929 thousand located at the Tsaghkadzor community was attached to the State Property Management Committee.

1. Based on the final judicial act and according to the decision of the Government dated March 14, 2024, the land plot included in the list of specially protected areas and envisaged for the leisure, with the surface of 20 thousand 21 square meters and with the market value of AMD 37 million 593 thousand located at the Tsaghkadzor community was attached to the State Property Management Committee.

1. Based on the final judicial act and according to the decision of the Government dated January 4, 2024, the land plot included in the list of specially protected areas with the surface of 9 thousand square meters and with the market value of AMD 25 million 600 thousand located at “Eraskh-2” military unit, Armash village, Ararat region was attached to the State Property Management Committee.

• In the scope of the function of illicit property confiscation:

1. On February 15, 2024 a reconciliation agreement was concluded with Hovik Abovyan (father’s name: Aramayis), the former Governor of Tavush region and related parties, pursuant whereof AMD 608 million 634 thousand (USD 1.5 million) was transferred to the ownership the Republic of Armenia.

1. On February 21, 2024 a reconciliation agreement was concluded with Galust Grigoryan (father’s name: Lukash), pursuant whereof a land plot with the surface of 16 thousand 013 square meters located at Acharyan Str, Avan administrative district of the city of Yerevan with the market value of AMD 2 billion 18 million 400 thousand was transferred to the ownership of the Republic of Armenia.

The decision of the court under the abovementioned two cases entered into legal force.

During the next few weeks a draft decision of the Government on the attachment of the abovementioned property to the State Property Management Committee shall be presented and the process of transferring AMD 608 million 634 thousand to the state budget shall be initiated. 

Summarizing the abovementioned we should mention that the total value of the property returned by the Prosecutor General’s Office to the state during the two and a half months of 2024 amounted to AMD 2 billion 737 million 156 thousand (AMD 608 million 634 thousand in the form of a cash) and during the fourth quarter of 2023—more than AMD 7.2 billion.
